EMPLOYMENT OPPORTUNITIES
The core function of the Authority is to deliver excellent water supply and sanitation services for all categories of customers and stakeholders in Arusha City.
In order to attain its vision and mission, AUWSA is seeking to recruit dynamic, experienced, competent and qualified Tanzanians to fill the following vacant posts within the Authority’s establishment.
1.0 HEAD OF WATER NETWORK SECTION:
1.1Appointing Authority: Management Committee.
1.2Reports To: Technical Services Manager.
1.3Minimum Required Qualifications and Experience:
The successful applicant must be / have:
- Holder of a Certificate of Secondary Education / Advanced Certificate of Secondary Education from National Examination Council of Tanzania (NECTA).
- Holder of Bachelor Degree in Civil Engineering (Majoring in Water Resources Engineering) from a recognized Institution.
- Holder of Masters Degree in Civil Engineering, or Water Resources Engineering from a recognized Institution.
- Must be registered by the Engineers Registration Board (ERB) as a Professional Engineer
- The Candidate must have working experience of at least eight (8) years in a relevant field of which at least two (2) years should be at a senior position.
1.4 Employment Contract: Unspecified Period Contract.
1.5 Main Duties & Responsibilities:
i. To supervise preparations of reports of water statistics.
ii. To supervise studies of water needs and recommend accordingly.
iii. To supervise connections of new water networks.
iv. To supervise periodic flushing of water infrastructure.
v. To supervise preparations of water network designs,
vi. To supervise water network management,
vii. To supervise maintenance and rehabilitation of water network infrastructures.
viii. To conduct performance appraisal to all staff under the Section.
ix. To perform any other relevant duties as may be assigned by the Technical Services Manager.
2.0 HEAD OF PLANNING AND DEVELOPMENT UNIT:
2.1 Appointing Authority: Management Committee.
2.2 Reports To: Managing Director.
2.3 Minimum Required Qualifications and Experience:
The successful applicant must be / have:
- Holder of a Certificate of Secondary Education/Advanced Certificate of Secondary Education from National Examination Council of Tanzania (NECTA).
- Holder of Bachelor Degree in Economics, Statistics, Planning or equivalent qualifications from a recognized Institution.
- Holder of Masters Degree in Economics, Statistics, Planning or equivalent qualifications from a recognized Institution.
- Should have at least eight (8) years of relevant work experience out of which at least two (2) years should be at a senior position
2.4 Employment Contract: Unspecified Period Contract.
2.5 Main Duties & Responsibilities:
i. To supervise all matters pertaining to planning functions of the AUWSA
ii. To design, implement, and facilitate AUWSA annual planning and marketing for the AUWSA
iii. To advise management on matters pertaining to planning and marketing
iv. To design, develop and regularly review marketing strategy;
v. To analyse marketing trends and identify market opportunities and threats of the AUWSA;
vi. To prepare sales/service forecasts, monitor and evaluate business performance;
vii. To prepare and implement AUWSA marketing and promotion strategy and undertake regular review of the same;
viii. To visit potential water customers for planning and marketing purposes and assess required demand;
ix. To prepare quarterly and annual planning and budget report.
x. To supervise marketing and promotion activities in the Authority.
xi. To conduct performance appraisal to all staff under the Unit.
xii. To facilitate the development of an effective marketing strategy
xiii. To timely prepare and submit quarterly and annual reports
xiv. To perform any other relevant duties as may be assigned by the Managing Director.
3.0 HEAD OF INTERNAL AUDIT UNIT - (Re- Advertised)
3.1 Appointing Authority: Board of Directors.
3.2 Reports To: Managing Director
3.3 Minimum Required Qualifications and Experience:
The successful applicant must be / have:
- Holder of Form IV / VI certificate.
- Holder of a Master Degree in Finance, Business Administration (majoring in Accounting) from a recognized Institution.
- Must has a full professional qualification (CPA (T), ACCA, ACA, or CIMA) from a recognized Institution and registered by NBAA under Associate or Fellow category.
- The Candidate must have working experience of at least eight (8) years in a relevant field of which at least two (2) years should be in a senior position.
3.4 Employment Contract: Unspecified Period Contract.
3.5 Main Duties & Responsibilities:
(i) To supervise installation of internal control tools,
(ii) To prepare audit schedules and work plans of subordinates and ensure their implementation
(iii) To review operational systems, procedures, policies, controls and guidelines and recommend improvements.
(iv) To supervise the conduct of routine checks on the internal control system.
(v) To execute value for money audits, carry out risk assessment procedures and devise risk mitigation measures.
(vi) To follow up on internal and external audits to ensure that queries are replied and ensure that recommendations are implemented in time.
(vii) To execute special investigations, special inspections and surprise checks.
(viii) To advise the Managing Director on audit issues
(ix) To supervise review of financial manuals, policies, regulations and procedures.
(x) To oversee preparation of audit progress reports.
(xi) To conduct performance appraisal to all staff under the Unit.
(xii) To review audited annual accounts before submission to external auditors.
(xiii) To perform any other related duties as may be assigned from time to time by the Managing Director/Board of Directors.
4.0 MONITORING AND EVALUATION OFFICER:
4.1 Appointing Authority: Management Committee.
4.2 Reports To: Head of Planning and Development.
4.3 Minimum Required Qualifications and Experience:
The successful applicant must be / have:
- Holder of a Certificate of Secondary Education/Advanced Certificate of Secondary Education from National Examination Council of Tanzania (NECTA).
- Holder of Bachelor Degree in Economics, Statistics, Planning or equivalent qualifications from a recognized Institution.
- Should have working experience in a relevant field.
4.4 Employment Contract: Unspecified Period Contract
4.5 Main Duties & Responsibilities:
i. Assist to develop the overall framework of the monitoring and evaluation activities in the Unit
ii. Assist to supervise the work of the Monitoring and Evaluation office staff; provide guidance and technical support.
iii. Assist to review and provide feedback to project/programmes on the quality of methodologies established to collect monitoring data, and document the protocols that are in place for the collection and aggregation of data;
iv. Assist to promote a results-based approach to monitoring and evaluation, emphasizing results and impacts;
v. Assist to coordinate the preparation of all monitoring and evaluation reports oversee and assisting partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission;
vi. To perform any related task as may be assigned by the Head of Planning and Development unit.
5.0 INTERNAL AUDIT OFFICER II (2 Posts):
5.1 Appointing Authority: Management Committee.
5.2 Reports To: Head of Internal Audit Unit.
5.3 Minimum Required Qualifications and Experience:
The successful applicant must be / have:
- Holder of a Certificate of Secondary Education /Advanced Certificate of Secondary Education from National Examination Council of Tanzania (NECTA).
- Holders of Bachelor Degree or Advanced Diploma in Accountancy from a recognized institution, Holder of a Professional Foundation Stage Modules A & B or equivalent qualifications recognized by NBAA.
- Knowledge in the use of accounting packages and computer literate is an added advantage
- Working experience at least three (3) years
5.4 Employment Contract: Unspecified Period Contract.
5.5 Main Duties & Responsibilities:
i. To check validity of voucher, receipts, payments and other source documents.
ii. To conduct audit of journals and other accounting entries.
iii. To check and cross check bank reconciliation statements.
iv. To make follow up and report on implementation of internal and external audit queries and recommendations.
v. To conduct pre-audit of the Authority’s payments to the limit prescribed.
vi. To participate in inspections of goods/stocks received and verifies stock records in the store.
vii. To perform any related task as may be assigned by the respective Supervisor.
6.0 PACKAGE:
