JOB SUMMARY
Programme Coordinator is expected to manage the new three-year ‘Go Green’ programme, working with women in three districts of Kilimanjaro Region to provide access to sustainable energy solutions in rural Tanzania. The Programme Coordinator will provide overall leadership, coordination and management of the programme, and will also be responsible for ensuring successful delivery and accomplishment of the core objectives under his/her responsibility.

The position will be responsible for strategic decision making around day-to-day activities, future scale-up, and interaction with key stakeholders including CARE Denmark, TAREA, implementing partners and the donor.

The post-holder should have an empathy for CARE’s vision in Tanzania, to create vibrant, equitable and resilient rural communities where women are empowered to realize their social, political and economic rights and natural resources are sustainably managed in the context of climate change.

As a member of CARE Tanzania’s wider programmes team, the post-holder will be involved in CARE’s strategic development in the Gender Equality and Women’s Empowerment sect, and required to share learnings internally and externally from on-the-ground experience throughout programme delivery.

The Accountant is responsible to perform and implement all program office accounting activities including cash management, entering financial data in the system, make payment based on completely compliant documents, execute statutory payments and proper filing of financial documents. JOB SUMMARY
The Partnership Development Officer- Conservation (PDOC) will work under the Sustainable Agriculture and Land Management Program Unit (SALAMA) through the CARE-WWF Alliance Nachingwea Program Initiative. CARE-WWF Alliance is currently implementing a long-term project with strategic focus to empowering local communities to sustainably manage their natural resources while improving their livelihoods. This way, the project will ensure that conservation and development linkages are maintained and sustained. At the beginning, the project will be implemented in four villages in Nachingwea District, with possibility of expansion later. These villages are Mtua, Mbondo, Majonanga & Kiegei B.

This means that the PDOC will be required to work in a manner that She/He incorporates links and collaborates with the key partners working for sustainable natural resources management and community empowerment to overcome poverty. He/She will have to link with other programs’ staff and resources to ensure that the goal is achieved.

Reporting to the CARE-WWF Alliance Partnership Development Manager the incumbent will effectively be responsible to implement the assigned program initiative activities as outlined in the Project Logical Frame Work. He/She will play a very important role of documentation and communication of CARE-WWF Alliance and also other program initiatives’ related to the overall objectives of the current Alliance initiative in Nachingwea.

She/he will have to cope with the general social, political, economic and cultural situation in the district including a wide range of internal and external audiences. He/she will actually be responsible for documentation of all program activities, case studies, stories, lessons and experiences related to natural resources management for sharing out and for advocacy purposes. He/she will assist proper implementation of the activities of the program, in collaboration with other team members. PDO is expected to maintain effective working relationships with the community she/he will be serving, other staff working with other CARE-WWF Alliance program initiatives and impact groups, key government partners and NGOs working in the same geographic areas.

PRIMARY RESPONSIBILITIES

JOB SUMMARY

CARE International in Tanzania expects to implement the value chain based project called Alizeti: Usawa na Thamani (ALUTA) which aims at improving the livelihoods and income of small-scale farmers, particularly women and youth, through facilitating strong linkages among actors within sunflower market systems, thereby contributing to Tanzania’s National Sunflower Strategy and economic development. Implemented in Iringa Rural and Wagingo’mbe districts in Iringa and Njombe regions respectively, ALUTA targets to reach 8,000 small holder women farmers composed of at least 70% women organised in approximately 275 groups. CARE’s work in ALUTA hinges upon the critical focus of working with input suppliers (seed), producers (farmers), productive services (finance, insurance and extension services), public services (extension officers), and processors, to increase the capacity of all actors within the chain, as well as strengthen linkages between actors to enhance product quality and strengthen market systems over the long-term.

The prime role of the Partnership development officer – Value Chain will be to facilitate market linkages, i.e. working alongside the farmers and private sector to connect the market through providing supportive role in facilitation, networking, building coalitions as well as building knowledge and skills of small holder farmers and small scale processors for increased benefit from their engagement in the sunflower value chain.

PRIMARY RESPONSIBILITIES
• Facilitate linkage of small holder farmers with service providers to include seed/input suppliers, extension services, crop and credit life insurance and weather information
• Strengthening the market system via identifying market barriers and determine the best approach, with private partners, on how to overcome those barriers.
• Facilitate farmer / VSLA groups’ access to formal financial services through linking them with Financial Services Provider
• Facilitate capacity strengthening of small holder farmers and small scale producers through identifying their capacity gaps as well as developing and implementing capacity building strategy
• Support learning, evidence generation and documentation to feed into policy processes

JOB SUMMARY
The Program Monitoring, Evaluation and Learning (MEAL) Coordinator will serve one program namely Ardhi Yetu (our land Program), which is funded by DANIDA through CARE Denmark. The overall objective of Ardhi Yetu programme initiative is to strengthen the capacity of civil society at local and national levels to hold lands sector duty bearers (including government and private sector) accountable while advocating for the rights of small scale farmers and pastoralists.

The primary function of the position of the MEAL coordinator is to ensure quality of the program initiatives and coordinate efforts that aim at monitoring the project’s work to determine the impacts it is making to the impact group, guided by the program initiative’s documents (i.e. proposal, project implementation plan and monitoring and evaluation plan), respective strategy, CARE Tanzania’s LRSP, CARE Denmark theory of change and reporting format, DANIDA strategy and CARE International designing, monitoring, evaluation, and impact measurement frameworks and tools. She/ He will also be responsible for leading the Ardhi Yetu program initiative’s efforts to build staff and partner’s capacities in designing, monitoring, evaluation, impact measurement, reporting and learning. The MEAL Coordinator position therefore requires an extremely high level of technical capacity and intellectual flexibility as well as sufficient interpersonal skills to effectively manage the overlapping demands of this role.
