Accountability, Monitoring and Evaluation Officer Kigoma

JOB DESCRIPTION

Purpose of Position

This purpose of the position is to lead operationalizing of Humanitarian Accountability and M&E within the allocated district. This position has been designed to facilitate and to manage feedback and complaints systems; The Accountability, M&E position will support the food programs from design phase specifically in identifying key indicators, defining the A,M&E plan and other documentation needs. Final involvement in determining effectiveness, efficiency and impact on livelihoods of food programs.

Roles and Responsibilities:

Monitoring and Evaluation

Review the monitoring framework; indicators and systems for monitoring and surveillance as agreed through consultation and guidance by the M&E Manager and according to LEAP.

Assist the A,M&E manager in following up decisions and recommendations made, and ensuring capacity building for implementation of the monitoring systems.

Provide adequate coordination for in-country baseline training, data collection, mid-term and final evaluations, in close collaboration with M&E partners, as well as with other external partners.

Assist in setting up monitoring systems to track project performance and changes in food and nutritional status according to set international humanitarian standards.

Provide oversight/collaboration for the Sentinel Site Surveillance systems in coordination with the AM&E managers, while collaborating with other partners such as WFP, UNICEF and possibly other UN agencies to ensure non-duplication of efforts and efficient resources utilization.

Participate in the institutional learning initiatives, and provide technical leadership and coordination in ensuring establishment of efficient information systems leading to the achievement of lessons learnt and their timely dissemination.

Strengthen the monitoring and evaluation activities via training/ capacity building activities.

Assist in organizing technical trainings including sampling, questionnaire design, participatory techniques for data collection, analysis of data and reporting

Accountability

Ensure district follows information provision guidelines through planning, monitoring, implementation and supporting others in the district to implement.

Through HA assessment, check with communities how they would like to receive information, including format, timing, location, language etc.

Write information provision materials for the district translate and order copies through Head Office.

Implement and support district staff to implement information provision guidelines and district level information provision strategy. This includes setting up notice boards, printing documents to include on notice boards, showing staff how to use notice boards etc.

Review and improve or develop district level information provision strategy. Work together with District Coordinator to ensure all stakeholders are sufficiently informed according to the information provision guidelines.

Ensure implementation of feedback and complaints mechanisms across all programs in the district. This includes: Ensure adherence of the district to adherence to Feedback and Complaints Policy and Procedures, Help Desk Guidelines, Suggestion Box Guidelines etc. Including confidentiality, timely and appropriate response.

Review complaints received through all mechanisms together with the District Coordinator. Decide a plan of action. Responsible for ensuring the action is carried through on time, according to the guidelines.

Document all district level complaints and responses centrally and as directed. Where a database is available, manage documentation of all district complaints in the database.

Engage the community in an appropriate and respectful manner, never raising false expectations.

Intentionally, regularly informally and formally consult with beneficiaries, non-beneficiaries’, Government, other agencies to receive feedback on our programs, commitments and staff conduct.

Improve the district staff understands of capacities, needs and preferences of the communities which we work. Work with district staff to improve the ways in which World Vision engages the community based on findings of community preferences.

Build capacity of district staff to engage with communities.

Raise and address any issues discovered during consultations. Raise sensitive issues/incidents immediately to the A, M&E Manager.

Compile and submit quality reports to A, M&E Manager as directed. Ensure that all reports are highly accurate, comprehensive, well documented and will guarantee the credibility of the program;

Report writing and information sharing, Capacity building, interpersonal relations and donor liaison etc.

Review of consolidated work plans.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Minimum Qualification required:

University Degree in M&E, sociology, political science, business administration or international development from a recognized University.

Experience:

Knowledge of relational Database Management Systems- Exposure to MySQL Query highly desirable, including use of Database Management Tools (Such as MySQL Query Browser and Administrator). MS Access, SPSS.

At least 2 years’ experience in working with International NGOs with relevant community focus

Demonstrated ability to work effectively with beneficiary communities, Government and other stakeholders at the district level

Experience in monthly, quarterly, endo of project evaluation, conducing learning events, project design, proposal writing (log frame, ITT, M&E plan etc.

Ensure that monitoring data are discussed in the appropriate forum such as the district and regional nutrition multi-sectorial steering committee and partner meetings in a regular basis.
Facilitate key project evaluation exercise including baseline, mid-term evaluation and end of project evaluations while ensuring appropriate documentation and dissemination of the results.
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum Qualification required:
Master’s in Public health, community development, statistics, social or development related studies.
Experience: A minimum of 3 years working experience in Health, and/or Nutrition projects in Monitoring and Evaluation.
Other skills Preferred:
Excellent communication and presentation skills in English and Swahili.
Significant experience in working with government officials, donors and multi-partner programmes.
Proven experience in facilitating effective project documentation and dissemination of results to a wide range of audiences.
Ability to take initiatives, team player who is able to work with minimum supervision
Good computer skills in MS office (Excel, word, PowerPoint etc), data processing packages(SPSS, Epi Info).
Basic understanding of advocacy approaches and advocacy issues at local and national level.

JOB DESCRIPTION

Purpose of the position:
The Monitoring and Evaluation- Manager will provide leadership in the development and implementation of WVT’s M&E system and ensure adherence with WVI practices and standards.
Roles and Responsibilities:
1. Organise and standardize monitoring in WVT
Contextualise WVI monitoring guidelines in a way that is practicable for the national office.
Develop WVT policies for monitoring that include data collection protocols and procedures.
Identify and select Child Wellbeing indicators that reflect WVT strategy to be used as standardised indicators across area and technical programmes.
Review area and technical programmes to ensure alignment with LEAP 3 monitoring standards, including the use of WVT standardised indicators.
Provide guidance to DME staff (specialists, officers etc) and area/technical programme managers in setting up effective monitoring systems
Ensure that WVT data collection protocols and procedures are followed across area and technical programme.
Contextualize the Partnership monitoring guidelines in a way that is practicable for WVT.
2. Oversee analysis of monitoring data at National Office level
Develop a data analysis framework to be used to review management reports from programmes, appropriate to WVT.
Consolidate and critically analyse monitoring data from all programmes on an ongoing basis.
Ensure data quality for WVT for all programmes by conducting regular data audits.
3. Manage the sharing and use of monitoring data
Share consolidated and analysed information from programmes with Senior Leadership Team on a regular basis to show progress towards the National Office strategy.
Prepare integrated lessons learnt from regular National Office-level reviews and reflection of all (technical) programme monitoring data, to be shared with programming and DME staff.
Highlight issues that may need to be shared with government ministries and other NO-level partners and counterparts, or that require further research, based on the evidence arising from monitoring data.
Provide recommendations to Senior Ledership Team of actions and changes to programme plans that may be required based on the evidence arising from monitoring data.
Guide key stakeholders to implement recommendations, as necessary.
4. Lead the Quality Assurance Team;
Organise M&E technical orientation for WVT;
Ensure M&E staff performance benchmarks are set and tracked;
Provide staff performance oversight including reporting to work and general welfare;
Ensure stewardship and accountability of WVT material and financial resources.
Skills and competencies:
Minimum Qualification required:
Post-graduate qualifications in Statistics, Epidemiology, Applied Science, Agriculture, Social Science or research based qualifications.
Must be a committed Christian, able to stand above denominational diversities.
Experience:
10 years proven experience with international development and humanitarian organizations in related field;
Other technical skills and abilities Preferred:
Conversant in qualitative and quantitative data collection protocols including, sampling.
Expert understanding of Logical Framework Matrix, Theory of Change, Pathway of Change, indicators, Performance Monitoring Framework, Results Framework, M&E Plans, Performance Indicator Tracking Tables.
Familiar with mobile applications for data collection.
Excellent analytical/problem-solving skills and attention to detail in development of written documents.
Expresses ideas, thoughts and concepts clearly and effectively in writing using correct and appropriate grammar and structure.

Demonstrates proficiency in computer applications including use of Microsoft Suite, SPSS, SAS, GIS etc.
