RESPONSIBILITIES:
Under the overall supervision of the Police Commissioner, and within the limits of delegated authority, the Police Sector Commander will be responsible for, but not limited to, the performance of the following duties:



Ensuring that all aspects of the mandate are vigorously pursued through the effective and efficient coordination of the activities of all UNAMID police staff in the sector;
Ensuring the implementation of effective monitoring in the sector of Government of Sudan Police in Darfur and the police of the Movements activities in camps for internally displaced persons, demilitarized and buffer zones and areas of control;
Ensuring the effective implementation of training and community policing programmes in camps for internally displaced persons within the sector.
Supporting the efforts of the Government of Sudan Police in Darfur and the police of the Movements in the sector to maintain public order and build capacity of Sudanese law enforcement through specialized training and joint operations including on gender mainstreaming and in preventing and investigating sexual and gender-based crimes;
Supporting the Government of Sudan Police in Darfur and the police of the Movements in the sector in restructuring and building the capacity of the police service through monitoring, mentoring, evaluation and advice, training and joint patrols;
Developing and maintaining close professional relationships with the Government of Sudan Police in Darfur and the police of the Movements at the most senior levels in the sector in order to facilitate the execution of the mandate;
Providing guidance and advice within the sector to the leadership of the Government of Sudan Police in Darfur and supporting the institutional development of the police of the Movements;
Within the sector, coordinating the development of the Government of Sudan Police in Darfur and the police of the Movements with local counterparts, other United Nations agencies, international and bilateral partners in police development;
Ensuring that the implementation plan is actively pursued in the sector in line with the Government of Sudan Police in Darfur and the police of the Movements strategic vision to bring short, medium and long term improvements in policing;
Implementing directives from the Police Commissioner and offer advice and comments as appropriate;
Issuing operational directives when required;
Ensuring that police resources under his/her command operate in harmony with other mission components at all times and in the spirit of a unified mission in order to achieve the common goals;
Ensuring that police personnel at all times conform to the highest standards of professional conduct and personal behavior;
Assisting in the deployment and activities of the Formed Police Units deployed throughout the sector;
Ensuring the effective and efficient administration of mission police assets and personnel under his/her command;
Responsible for the overall direction, supervision, management and administration of UNAMID police personnel under his/her command at the Sector HQ, Teams Sites and Community Policing Centers throughout the Sector;
Continuously liaising with the other UNAMID Police Sector Commanders;
Performing any additional duties as may be directed by the Head of Police Component or his/her Deputy in fulfilment of the mandate.

QUALIFICATIONS:
Education: Advanced university degree (Masters or equivalent) in law, police management, law enforcement, security studies, criminal justice, business or public administration, human resources management, change management, or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Advanced training for command staff is highly desirable. Graduation from a certified Police Academy or other national or international Law Enforcement Training Institution is required.
Work Experience: A minimum of 7 years (9 years in absence of advanced degree) of progressively relevant and active policing service/experience in a national or international law enforcement agency at the field and/or national police headquarters level - required; 5 years of active police experience at policy making level with strategic planning and management experience in one or few of the following areas: police operations, human and financial resources management, crime management, police administration, police training and development, change management (particularly in law enforcement), reform and restructuring or related field - required; practical direct experience in commanding a regional or a state level police units, - required. Previous UN or international experience is an advantage.

Rank: Rank required for a P4 is Lieutenant-Colonel/Superintendent or other service equivalent or higher.
Languages: English and French are the working languages of the UN. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language (Arabic) is an advantage.
