Role overview

To manage the strategic development, implementation and successful delivery of the Secure livelihoods Programme, supporting all of VSO’s work in- country as required by the Country Director in order to optimize the VSO Tanzania contribution towards reducing poverty.


Skills, qualifications and experience

You will have strong understanding of the economic and development context of Tanzania, excellent Program management skills, track record of program delivery.
Excellent understanding of project cycle management tools to ensure effective planning, resourcing, implementation and review of programs and experience of organizational assessment, planning and review tools and processes.

Practical experience of applying development issues at a project or community level. Able to demonstrate knowledge and understanding of development issues. Experience and knowledge of the relevant program area.

Proven experience of securing external funding and grants, including proposal and report writing. Evidence of understanding the challenges of donor and contract management and the implications for program management.

Leadership and people management skills, experience of developing, coaching and managing high performing teams

Experience of the financial management of budgets, including building a budget, monitoring and managing expenditure. Previous experience of having compiled financial reports

Able to develop multiple ideas to solve an issue or situation and take a swift decision, including in a high risk situation.

Able to adapt to new and demanding situations, with experience of living and working in developing countries.

Competent Data usage: including speedy collation and analysis of complex and high volume data, using appropriate Information Technology packages where necessary.

Able to travel and work long hours, including work away from the home base for up to 30% of time, both within the country and occasionally internationally.

Project Description

The Tanzania Local Enterprise Development (T-LED) project supports local small and medium-size enterprises (SMEs) to overcome existing barriers, with particular attention paid to the additional challenges faced by female-headed SMEs, in accessing growth markets in the associated value chains of the agribusiness and extractive sectors, while also enhancing the quality and coordination of market-driven business development services.

The project seeks not only to reduce economic leakage and keep more of the value chain and income generation within Tanzania, but also to specifically ensure that more women and men may benefit from these growth markets.

T-LED is implemented in collaboration with the Small Industries Development Organisation (SIDO), the Tanzanian Chamber of Commerce, Industry and Agriculture (TCCIA), and the Tanzanian Women Chamber of Commerce (TWCC).

Gender within T-LED

T-LED works to ensure that while providing SMEs with improved business development services and by strengthening the capacity of its national implementing partners (TCCIA, TWCC, and SIDO) women receive services that take into consideration the challenges they face. Therefore, the project aims to address as best as possible economic empowerment barriers of women in the private sector as a crosscutting theme throughout the project’s activities. Specifically, the project hopes to address some of the social and cultural barriers women in Tanzania face in starting and growing their businesses.

Objective:

T-LED seeks a gender experienced consultant to develop training content and tools (incl. a training manual and modules) based on priority areas of needed training for SMEs, partners and T-LED staff/volunteers that are highlighted in T-LED’s gender action plan.

The developed training modules, manuals and materials will be designed and/or tailored to for three main target audiences and their needs:
T-LED staff and volunteers
Implementing partners: SIDO, TCCIA and TWCC
SMEs
The consultant will work under the overall supervision of the T-LED Gender Officer and in collaboration with T-LED’s national implementing partners, particularly TWCC.

Scope of work

Developing gender responsive training manuals and modules, including:
Reviewing T-LED’s current gender action plan priorities vis-à-vis T-LED’s objectives and identified gender training needs of SMEs, partners, and T-LED staff
Create training materials for highlighted areas of T-LED’s gender action plan
Assess current existing Business Development Services training materials and tools, identifying gender responsive gaps and address these by creating the necessary complimentary materials and/or updating the content
Consolidate all materials into a training manual
Provide trainer of trainer support to the T-LED Gender Officer and partners
Expected outputs and deliverables:

The deliverables include:

Interactive, participatory and practical training materials developed
Guide and train T-LED staff, partners and advisors on the practical use of the developed training modules and materials.

Skills, qualifications and experience

Qualifications
Advanced university degree in social science
Knowledge of gender, women’s economic empowerment and SMEs in the Tanzania context
Proven experience developing participatory and practical training curricula, modules and manuals
Proven ability and experience in providing trainer of trainer trainings
Excellent writing skills
Preferably, fluent in Swahili

Our success is based on a model of long term capacity building of local partners, through tailored coaching by highly skilled professionals. This model enables us to go beyond the impact of traditional training, and allows us to focus on creating a learning culture within the organizations where we work.

Project Description
The project, Tanzania Local Enterprise Development (T-LED), will support 1760 SMEs through targeted tier 1 support to 160 growth oriented local SMEs to increase employment and incomes through the securing of contracts associated with foreign investments in the mining, gas and agricultural sectors and tier 2 support to 1600 local SMEs to access associate supply chains. The project will also enhance the capacity of existing Tanzanian institutions to provide market-driven and gender responsive business development services to support local SMEs. The project will train and mentor SME staff on business practices, provide selected technical inputs, and facilitate access to financing, as well as provide information on, and access to, new market opportunities. The project will facilitate direct linkages with the private sector (including Canadian investors) and financing institutions. The project will also address specific challenges facing female-headed SMEs, and deliver interventions for female entrepreneurs to ensure they are able to participate and adequately benefit from these growing sectors.

Substantial experience of contract and project risk management within complex project frameworks. Evidence of an understanding of the challenges of donor and contract management.
Ability to lead, develop, coach and support a high performing teams, and in particular experience and expertise in leading multicultural and multidisciplinary teams.
Experience of the financial management of budgets, including building a budget, monitoring and managing expenditure. Previous experience of having compiled financial reports

Strong networking skills and the ability to build relationships, alliances and networks in a fast paced, ever-changing work environment.
Able to travel and work long hours, including work away from the home base for up to 30% of time, both within the country and occasionally internationally and some weekend and evening work.
