1 Title : Driver
Reporting Relationship : Transport Officer
Appointing Authority : TASAF Management Unit

BASIC FUNCTIONS:
To assist the Transport Officer in all activities related to proper running of TASAF
vehicles.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Fulfill special assignments of the office by picking up and delivering items as
directed and running official movements;
b) Drive members of staff and Project – associated people safely;
c) Report mechanical defects and servicing needs to the Transport Officer.
d) Ensure that vehicles are kept in good running condition.
e) Report any accidents to Police and make written submission to TMU.
f) Maintain up to date vehicle logbook Account for fuel advances while on field trips.
g) Maintain vehicles in a tidy, presentable state at all times Run errands cleared by
a responsible officer
h) Maintain passenger confidence by keeping information strictly confidential
i) Perform any other duties as may be assigned to him/her by the Transport Officer.

QUALIFICATIONS:
a) Form IV certificate with Certificates in driving or equivalent qualification from a
recognized institution;
b) Fluent in written and spoken English and Kiswahili;
c) At least 5 years’ experience as a driver;
d) Must have a valid driving license Class E;
e) Good communication and interpersonal skills;

2 Tittle : M/v Mechanics
Reporting Relationship : Transport Officer

BASIC FUNCTIONS:
To assist the Transport Officer in all activities related to service and maintenance to
ensure proper running condition of TASAF vehicles.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
He/she shall:
1. Inspection of all TASAF vehicles as required by TASAF to check out routine, minor or
major repair
2. To carry out the service and repair work in the most professional manner upon
approval by responsible TASAF official in charge of Transport.
4. Advice Transport Officer on proper spares to be procured after consultation with the
official responsible from transport at TASAF and other technical matters related to the
service and repair of TASAF vehicles
5. Test, commission and hand over the repair/maintained vehicles to TASAF officials
responsible for transport in a timely manner.
6. Maintain vehicles in a tidy, presentable state at all times run errands cleared by a
responsible officer.
7. Assist as a driver during the shortage as may be assigned to him /her by the Transport
Officer.

QUALIFICATIONS:
a) Form IV certificate with Certificates in mechanics cum driving or equivalent
qualification from a recognized institution;
b) Fluent in written and spoken English and Kiswahili;
c) At least 5 years’ experience in mechanics cum driver;

BASIC FUNCTIONS:
Attend to visitors and deal with inquiries on the phone and face to face.

PRINCIPAL DUTIES AND RESPONSIBILITIES
She/He shall:
a) Handle incoming mails and parcels;
b) Take and relay messages;
c) Operate Switchboard.
d) Respond to calls,
e) Register and direct visitors to appropriate destination;
f) Deal with queries from the public and customers;
g) Ensures knowledge of staff movements in and out of organization;
h) Schedule appointments and maintain appointment diary;
i) Ensure tidiness and maintenance of the reception area;
j) Perform any other official duties as may be assigned by the Administrative Officer.

QUALIFICATIONS:
a) Form IV certificate with Front Office Management Certificates or equivalent
qualification;

4 Title : Office Attendants

BASIC FUNCTIONS:
Provide support services to the Project Management Unit.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Follow up on offices cleaning and servicers and other amenities daily to specified
standards;
b) Maintain office floors, walls, furniture, and surroundings in acceptable condition;
c) Timely collect and distribute all incoming and outgoing mails, files, messages and
packages;
d) Make photocopying and binding official documents;
e) Service meetings and workshops;
f) Run errands for the Project;

5 Title: Registry Assistant (RA)

Reporting Relationship: Registry Officer

BASIC FUNCTIONS
He/she shall:-
(a) Be responsible for sorting information and documents for filing according to
database and record management system protocols and registry procedures
(b) Be responsible for classifying and coding information, documents and files for
inclusion in database and record management systems/keeping them in the
registry
(c) Update and modify records
(d) Be responsible for filing information and documents
(e) Identify and retrieving information and documents for users
(f) Record file and document movements
(g) Label storage locations, and assembling and labelling new files
(h) Remove inactive and dead files from registry to the archives
(i) Carry out file movements to users and back to the registry
(j) Perform any other official duties as assigned by the Registry Officer

QUALIFICATIONS:
a) A holder of any Diploma and a certificate in record management.
b) Must have at least two (2) years work experience in record keeping in Public
and/or Private Sectors;

6 Title : Customer Care Assistant
Appointing Authority : TASAF Management Unit
Reporting Relationship : Reports to the GRM officer

BASIC FUNCTIONS:
To assist the GRM office to handle beneficiaries’ complaints, provide appropriate solutions and
alternatives within the time limits; follow up to ensure beneficiaries’ needs are satisfied.
She/He shall:
a) Handle beneficiaries complaints, provide appropriate solutions and alternatives within the
time limits; follow up to ensure resolution
b) Keep records of beneficiaries interactions,
c) Manage large amounts of incoming calls and provide accurate, valid and complete
information by using the right methods/tools
d) Identify and assess customers’ needs to achieve satisfaction
e) Answer questions from PSSN beneficiaries and provide guidance and feedback
f) Measure performance with key metrics such as call abandonment, calls waiting etc.
g) Ensure adherence to policies for attendance, established procedures etc.
h) Keep management informed on issues and problems
i) Prepare monthly/annual results and performance reports
j) Build sustainable relationships and trust with customer accounts through open-end

QUALIFICATIONS:

7 Title : Human Resources Manager (HRM)
Appointing Authority : National Steering Committee
Reporting Relationship : Report to the Executive Director
Staff under His/Her Supervision : Administrative Officer and Supplies Officer

BASIC FUNCTIONS:
To assist the Executive Director to manage the Human and Administrative functions of the Project
as specified in the Financing Agreement and Operational Manual.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Develop and maintain active communication linkage within TASAF Management Unit;
b) Administer condition of services in relation to staff recruitment, staff welfare, discipline,
appraisal systems and human resources duties;
c) Prepare a comprehensive annual work program for Human Resources Department;
d) Ensures adherence to TASAF rules, regulations and procedures at all levels.
e) Coordinate activities leading to negotiations of staff contracts with collaborating institutions
including seeking legal opinion on matters relating to TASAF operations and management
of human resources;
f) Conduct induction activities and organize TMU staff career development in collaboration
with respective directorates and Departments;
g) Maintain and update staff records in the Human Resource Management system;
h) Provide technical support in formulating and developing human resources development
programs;
i) Maintain updated asset inventory register.
j) Manage Physical Resources Management System for all fixed assets of TASAF
k) Assess and compile capacity building requirements of human resources staff at all levels.
l) Conduct performance appraisals of human resources staff using agreed upon
performance indicators.
m) Be a member of the TASAF Management team.
n) Perform any other official duties as may be assigned by the Director of Coordination.

QUALIFICATION AND EXPERIENCE:
a) Holder of Master’s Degree in Human Resources Management, Business Administration,
Sociology or any other related field from a recognized university.
b) At least ten (10) years’ experience in relevant field in Public and / or Private Sectors of
which five (5) years must be at managerial position.
c) Must be computer literate.
d) Must have a thorough knowledge and understanding of and experience with donor
funded project.
e) High level of communication and interpersonal skills and ability to work with people at all
levels. .
f) Ability to supervise, train and coach staff in relevant skills.
g) Self-motivated with integrity and high level of confidentiality.

8 Title : Assistant Monitoring and Evaluation Officer

Specialist

BASIC FUNCTIONS:
To assist the Monitoring and Evaluation Specialist to implement monitoring and evaluation
activities.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Participate in data collection and arrangement in a way that will be easily
interpreted and analised for making recomendations.
b) tracking set control measures of the operations to ensure timely project
implementation;
c) Compare the quantity, quality of change and levels of implementation at PAAs
over time;
d) Participate in documenting good practices for effective implementation of the
Project;
e) Participate in the preparation of unit annual implementation plan and budgets.
f) Participate in the preparation of the Project Implementation Completion Report
(ICR);
g) Participate in documenting implementation challenges for management
decision;
h) Perform any other official duties as assigned by the Monitoring and Evaluation
Specialist;

QUALIFICATIONS:
a) A first Degree or equivalent qualification in Economics, Statistics, Sociology or
any other related field from a recognized university;
b) Skills in Statistical Package for Social Sciences (SPSS) is an added
advantages;
c) Must be computer literate;
d) Good communication and interpersonal skills.
e) Self motivated with integrity and high level of confidentiality

a) Number of Project progress reports prepared in time;
b) Annual plans and budgets prepared timely;

9 Title :Research and Development Specialist (R&D-S)
Appointing Authority : National Steering Committee
Reporting Relationship : Reports to the Monitoring and Evaluation Manager
Staff under His/Her Supervision: Research and Development Officer.

BASIC FUNCTIONS:
To manage implementation of research programs in line with the research agenda as
specified in the Financing Agreement and Operational Manual.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Coordinate revision of Research Agenda and Strategy;
b) Coordinate implementation of the Research Program
c) Coordinate the design and revision of guidelines and guides related to research;
d) Coordinate development and revision of research implementation plans;
e) Coordinate preparation and review of research proposals/concepts and designing of
research projects on the basis of priority research areas;
f) Coordinate design and implementation of studies and action research/ trailing;
Coordinate review of requests for studies and research undertaken by Masters and
PhD students;
g) Supervise the organization of forums on sharing studies and research findings with
stakeholders;
h) Ensure documentation of lessons learnt from various studies and research that will
contribute to better management of the Project.
i) Prepare and compile unit annual implementation plan and budgets.
j) Consolidate implementation progress reports in the Unit.
k) Conduct performance appraisals of Research and Development Unit using agreed
upon performance indicators.
l) Be a member of the TASAF Management Team.
m) Perform any other official duties as may be assigned by the Director of Community
Support.

QUALIFICATION AND EXPERIENCE:
a) A Master’s Degree in Economics, Social Science, Business, Statistics, or any other
development related field from a recognized university.
b) At least seven (7) years’ experience in relevant field in Public and / or Private
Sectors and managerial experience of at least three (3) years;
c) Experience in the management of social/community development projects
d) Must be computer literate.
e) Should be knowledgeable of integrated qualitative and quantitative approaches to
research projects on poverty;
f) Must have a thorough knowledge and understanding of and experience with donor
funded project.
g) High level of communication and interpersonal skills and ability to work with people
at all levels.
h) Ability to supervise, train and coach staff in relevant skills.
i) Self-motivated with integrity and high level of confidentiality.

a) Existence of revised Research Agenda and Strategy;

10 Title : Safeguards Specialist (SS)

Reporting Relationship : Reports to the Director of Community Support

BASIC FUNCTION:
To manage the implementation of the safeguard policy frameworks as specified in the
Financing Agreement and Operational Manual.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Ensure that implementation of subprojects complies to triggered safeguard
policy frameworks;
b) Assess and compile capacity building requirements for effective
implementation of safeguard policy frameworks by PAAs and communities;
c) Ensure availability of safeguards training materials;
d) Ensure provision of technical support to PAAs on the compliance of safeguard
policy frameworks.
e) Responsible for managing the database for safeguards;
f) Receive and review safeguard implementation reports submitted by PAAs;
g) Ensure verification of compliance with safeguard policy frameworks;
h) Coordinate and facilitate identification of existing capacity enhancement
opportunities outside of TASAF that can be capitalized upon for resource
optimization for safeguard policy frameworks;
a) Prepare and compile unit annual implementation plan and budgets;
b) Prepare monthly, quarterly and yearly implementation progress reports for the
unit;
c) Be a member of the TASAF management team;
d) Perform any other official duties as may be assigned by the Director.

QUALIFICATIONS:
a) Holder of Master’s Degree in Environment, Social Science and Community
Development or any other related field from a recognized university.
b) At least seven (7) years’ experience in relevant field in Public and / or Private
Sectors and managerial experience of at least three (3) years;
c) Must be computer literate.
d) Must have a thorough knowledge and understanding of and experience with
donor funded project.
e) High level of communication and interpersonal skills and ability to work with
people at all levels.
f) Ability to supervise, train and coach staff in relevant skills.

11. Title : Program Officer-Public Works Program (PWP)
Appointing Authority : TASAF Management Unit
Reporting Relationship : Reports to the Public works Program Manager
BASIC FUNCTIONS:
To assist the Public Works Program Manager to implement public works program
activities in the department.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Maintain database for public works interventions;
b) Supervise preparation of multi year plans by PAAs to guarantee predictability of
transfers for the targeted beneficiaries.
c) Provide technical support for implementation of PW interventions and ensure
availability of required training materials and support.
d) Follow up of compliance to PW implementation benchmarks by PAAs.
e) Participate in the preparation of guidelines for implementation of PWP
interventions;
f) Participate in identifying new areas of interventions available that are outside
PWP Technical Manaul and prepare required guidelines;
g) Identify communication gaps that require IEC interventions;
h) Identify existing capacity enhancement opportunities outside of TASAF that can
be capitalized upon for resource optimization for public works program activities;
i) Review PAAs capacity enhancement plans and budgets submitted for TASAF
funding;
j) Facilitate provision of technical support on public works program enhancement to
PAAs, groups and individual
k) Verify public works program applications reviewed by TASAF Monitoring Officers;
l) Prepare public works program application batches;
m) Participate in the preparation of departmental annual implementation plan,
budgets and progress reports on public works program activities.
n) Perform any other duties as assigned by the Public Works Program Manager

QUALIFICATIONS:
a) A first Degree or equivalent qualification in Civil/Agricultural/Irrigation
Engineering, Land Use Planning, Forestry or any other related field from a
recognized university.
b) At least five (5) years’ experience in relevant field in Public and / or Private
Sectors.
c) Must be computer literate;
d) Good communication and interpersonal skills.
e) Ability to supervise, train and coach staff in relevant skills.
f) Self-motivated with integrity and high level of confidentiality.
g) Experience in planning and implementing labour intensive works will be an
added advantage.

KEY PERFORMANCE MEASURES:
a) Existence of updated and operational public works data base.
b) Public works applications are processed within agreed benchmark.
c) Existence of updated multi year plans for public works.
d) Number of PW applications funded and completed.

12. Title : ICT TECHNICIAN
Appointing Authority : TASAF Management Unit
Reporting Relationship : Management Information Systems Officers
(MISO)

BASIC FUNCTIONS:
To carry out maintenances and repair of all ICT hardware related devices and
infrastructure (LAN and WAN) within TASAF premises and PAAs.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
She/He shall:
a) Resolve basic problems associated with operating systems, networks (LAN and
WAN), software, hardware, printers etc. at TASAF HQ and PAAs.
b) Resolve all problems relating to inter communication systems including
telephony network system, PABX and telephone sets.
c) Liaise with electrical technician to resolve UPS power problem
d) Install new software, and documenting its use on the hardware database.
e) Ensure that a supply of consumable items such as printer cartridges and toners
are maintained and reordered as required.
f) Ensure virus protection in all computers used by staff is kept up to date.
g) Liaise with MISO to maintain the hardware database with new and updated
equipment for audit requirements.
h) Obtain quotes, which represent best value, for new ICT equipment/ repairs etc.
i) Prepare progress reports of various activities
j) Liaise with suppliers to ensure service for equipment under warranty is provided
more reliably and timely
k) Perform any other official duties as may be assigned by supervisor the

QUALIFICATIONS:
a) At least Diploma in Information Technology, Computer Science or any other related field
from a recognized college.
b) Experience in computer hardware maintenance and repair.
c) Must be computer literate;
d) Good communication and interpersonal skills.
e) Experience with community based development initiative and social fund related
operations are an added advantage.
f) Ability to train and coach staff in relevant skills.
g) Self-motivated with integrity and high level of confidentiality

KEY PERFORMANCE MEASURES:
a) Unit’s annual and quarterly reports prepared and timely submitted.
b) Number of installation and maintenance for support and implementation.
