The Tanzania Civil Aviation Authority (TCAA) is established under section 24(1) of the Civil Aviation Act (Cap 80 [RE 2006]). The function of the Authority is to regulate the civil aviation industry in the United Republic of Tanzania in order to ensure effective implementation of Standards and Recommended Practices (SARPs) as provided in the Annexes of the International Civil Aviation Organization (ICAO). The Authority is also responsible for economic regulation of the "activities of persons and institutions providing air transport services and aeronautical airport services. In addition the Authority provides air navigation services in the United Republic of Tanzania. To meet this mandate of regulating and overseeing the functions of the aviation industry in an efficient, sustainable and cost-effective manner, TCAA invites applications from suitable and qualified Tanzanian Citizens to fill in the following vacant positions;
A. DIRECTOR GENERAL'S OFFICE
POSITION: CHIEF PLANNING OFFICER (1 POST)
Reporting: Reports to the Director General
Main function of the job
To coordinate the planning of strategic activities, and to link the Authority with parent Ministry and stakeholders
Duties and responsibilities
To advise the Director General on all matters related to corporate planning.
To develop and coordinate TCAA Strategic Plan and ensure its effective implementation
To coordinate preparation of Medium Term Expenditure Frameworks, Annual Budgets and Action Plans and monitor their implementation
To develop and update Corporate Risk Management Frame work and Risk Register
To Liaise with Government Ministries and Departments, Treasury Registrar and other stakeholders on all issues concerning Planning, Budgeting, Reporting and Information sharing
To prepare performance and various reports and coordinate their dissemination
To review and evaluate Divisional, Sections and Units Reports on plan performance
To determine training requirements for planning unit personnel
To perform and advise on general Projects' Planning and Management to ensure effective implementation of TCAA projects
To develop strategies for resource mobilization
To prepare plans and project documents for submission to stakeholders.
To prepare and manage budget for the Planning Unit
To carry out any other duties as may be assigned by Director General
Minimum Qualifications:
Holder of a Bachelor degree in Economics or Transport Management from a recognized Higher Learning Institution. Master Degree in relevant field will be an added advantage.
Minimum Experience:
At least 11 (eleven) years experience in a reputable organizations of which should be in a senior position
Salary: According to TCAA Salary Structure.
