Seeking to take a more holistic approach under the Comprehensive Refugee Response Framework (CRRF), WFP is part of a 5 year UN Joint Programme (KJP) to improve human security and livelihoods in Kigoma region. Focusing on the Agriculture theme, WFP and partners have taken a value chain centric approach to Maize and Cassava production, seeking to identify and address challenges small holder farmers face in Kigoma Region.

Under the general supervision of the Farm to Market Alliance (FtMA) Country Coordinator, and the direct Supervision of the Programme Policy Officer, the Programme Associate will perform the following duties: 

1. Provide technical support for the development and implementation of WFP’s activities and processes under the Kigoma Joint Programme (KJP) and ensure the activities alignment with wider programme policies and guidelines of WFP. 
2. Provide specialized project management support to the WFP programmes (e.g. post-harvest loss) to ensure that the various activities are performed within the targets established under the Kigoma Joint programme.  
3. Prepare a range of reports and data analysis (e.g. resource utilization, programme status, performance) and highlight trends/issues required to ensuring deliverables. 
4. Ensure and/or perform accurate, timely recording of data within the KJP-WFP activities and consistency of information presented to stakeholders (incl. government, partner agencies, implementing partners and beneficiaries).  
5. Liaise with KJP counterparts to support effective knowledge management, collaboration, implementation and monitoring of ongoing KJP activities. 

6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate analyses of services delivered and to ensure efficient delivery of programme activities.  
7. Support the capacity building of cooperating partners and national government under the KJP, putting emphasis on efficient harvesting and post-harvest loss.
8. Act as a point of contact for resolution of diverse operational queries and problems with regards to WFP’s implementation of the KJP.
9. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
10.  Perform other related duties as required.

Minimum Qualifications
Education: Completion of secondary school education. Bachelor Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be an asset.

Experience: 
Has 6 years of progressively responsible administrative or programme experience at the national or international level is essential; 
Experience with different types of programmes (e.g. safety nets, asset creation, pro- smallholder programming) desirable related nutrition and food security. 
Experience in championing the implementation and rolling out new capacity building programmes is desirable;
Strong ability to communicate effectively with a variety of stakeholders, including but not limited to government, international staff and beneficiaries;
Experience working in emergency desirable.

Knowledge and Skills: Good working knowledge with Microsoft Software applications. Proficiency in use of computers, spreadsheets and data software

Language: Fluency in both oral and written English and Kiswahili.

2. Provide specialized project coordination to the agency specific segments of the KJP to ensure a smooth transition between the various activities performed under the programme.  
3. Support in the identification of target farmers, aggregation models and appropriate risk mitigation tools.
4. Provide consistent and timely service to meet the changing needs and expectations of partners, allowing all partners to actively participate in and contribute to decisions that are relevant to the needs and make adjustments to services as required.  
5. Ensure and/or perform accurate, timely recording of data (e.g. resource utilization, programme status, performance) within the KJP activities, and consistency of information presented.

6. Organize strategic regular meetings (preliminary and follow up) at the regional level for reviews and improvements of the platform implementation; attend various fora such as Trade Fairs, workshops, Exhibitions and profiling the KJP Agriculture programme.8. Act as a point of contact for resolution of diverse operational queries and problems with regards to WFP’s implementation of the KJP.
7.Making sure that the project implementation plan, the yearly and quarterly budget, reports and program documents are kept up to date, as required by donors.deploy needed resources to affected areas at the onset of the crisis.
8.  Support the capacity building of cooperating partners and national government under the KJP, as needed.
9.  Serve as a daily focal point for the Local and International stakeholders or partners from both public and private sectors.
10.  Perform other related duties as required.

Minimum Qualifications
Education: Completion of secondary school education. Bachelor Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be an asset.

Experience: 
At least three years of postgraduate experience in project management and value chain analysis with a strong focus on development activities.
University degree in one or more of the following disciplines: economics, agriculture, business administration, or a field relevant to agricultural value chain management. 
Demonstrated knowledge of SMEs, pro-smallholder procurement and commercial agriculture models.
Demonstrated ability to provide consistent and timely services to meet the changing needs and expectations of partners, allowing clients to actively participate in and contribute to decisions that are relevant to their needs. Makes adjustments to services as required.

Under the direct Supervision of the Head of Sub-Office Kibondo, the Logistics Associate will perform the following duties: 

1. Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.

2. Coordinate requisitioning and ensure timely delivery of commodities and supplies to authorised partners and destinations.

3. Manage logistics vendors’ contracting activities including performance monitoring and measurement.

13.  Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.

Minimum Qualifications
Education: University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field.

Experience: 
Experience maintaining corporate systems and running queries on ongoing shipments, pipeline information, insurance claims, and food stock. 
Experience in administering third party service providers’ contracts.  Experience in compiling contract documentation. 
Experience in contract execution.

1. Carry out system maintenance tasks, such as performing monitoring tasks, running system diagnostics, and system optimisation, to ensure they are running effectively and enable easy and efficient use. 
2. Maintain technology, including standard repairs, configuration, and storage, in accordance with data security and access controls to ensure IT equipment required for WFP staff is available.

Driver– Fixed Term Appointment– (G 2)

Under the general supervision of the Head of the Sub Office, and the direct Supervision of the Business Support Assistant, the Driver will perform the following duties: 

1. Provide transportation of authorized personnel including translation of basic conversations from/to the local language, and/or delivery of various items/commodities following authorized routing and UN safety and security rules and regulations to ensure safe and efficient services.
2. Meet official personnel and visitors at the airport or other entry points and provide basic assistance with visa and customs formalities to facilitate smooth and safe entry and arrival to the authorised destinations. 
3. Responsible for accurate maintenance of the vehicle log books, and daily reporting to the supervisor on mechanical status, to ensure efficient vehicle use and fuel consumption supporting accurate accounting and cost-efficiency. 
4. Responsible that the assigned vehicle is kept clean and in a good condition including all equipment, the maintenance is done on time, vehicle is fully equipped with required travel authorisations and supplies, and any mechanical issues are reported to the supervisor to ensure safe and efficient services.
5. Follow established rules and regulations for field deliveries and/or in cases of an accident, and report immediately to the supervisor on any apparent problems, to seek for instructions and facilitate informative decisions on the way forward. 
6. Outside driving duties, perform basic office related tasks such as filing, photocopying and maintaining stores when required including delivery/collection of various items, mailing service and payment of office telephone and other bills to ensure administrative support to clients.

Minimum Qualifications

Education: Completion of secondary school education. Formal drivers training with a valid driver’s license/certification to operate assigned vehicle following local rules and regulations. 

Experience: 

Two or more years of work experience as a Driver, preferably in an international organization, embassy or UN system with a demonstrated safe driving record. 
Experience in driving a variety of makes and models of vehicles, including vans, trucks and other kinds of motorised vehicles. Experience in defensive driving is desirable.

Knowledge and Skills: 

Knowledge of driving rules and regulations, chauffeur protocol and courtesies, local roads/waterways and conditions, and security issues. Knowledge of the vehicle loading capacity and other parameters. Knowledge of driving operating rules and regulations. Knowledge of safety standards and safety equipment (e.g. fire extinguishers, buoyant wearable safety devices, etc.). 1. Coordinate and monitor activities related to food pre-positioning and food distribution.

2. To ensure that WFP-supplied commodities are stored and handled efficiently and effectively. 

3. To ensure distribution and monitoring reports are prepared and submitted in time after each general food distribution.

4. To identify gaps or weaknesses in the distribution system and make relevant recommendations for attention or action.

5. To carry out advocacy and information-related tasks such as making interventions and presentations at meetings, workshops, seminars which WFP are invited to attend or conduct.

6. On a regular basis, to make monitoring and submit report regarding selective feeding programmes (SFP) in camps, beneficiaries and food movement.

8. To coordinate WFP and donor field visits and organize meetings with Government official, partners, beneficiaries. 

9. To ensure that the reports submitted by Programme monitors are verified before submitted out of WFP Kibondo office.

10. To supervise and oversee all Kibondo Programme unit and Logistics activities, staff and provide WFP guidance required or advise.

11. To collect data informations on refugees in camps from partners and prepare report on daily bases for data update.  

12. To make sure bi-weekly and monthly reports are transmitted on time to Kasulu Sub-office.

Under the direct Supervision of the Head of Sub-Office Kibondo, the Monitoring Assistant will perform the following duties;

1. Coordinate and monitor the implementation of the WFP assistance Programme at the camp level, in close collaboration with WFP and implementing partners.

2. Release orders of each camp are written by using sequence and according to the request letter from UNHCR.

3. Supervise and provide in-house train to Food Monitor Assistants for performing their duties according WFP standard.

4. Oversee all distributions of food and Non-food items to ensure refugees are receiving their right entitlements.

5. Assist Programme Associate to conduct Food Coordination and Camp meetings and in his absence, being a Chairperson of some meeting like Programme unit and Food coordination.

6. Ensure that food distribution reports are collected from the IP and submitted to the supervisor on time.

7. Make sure food dispatched by EDP reach FDP as dispatched and recorded in the stack cards.

8. Assist in implementing of the plan of action, review achievements and constrains and provide feedback accordingly. 

9. Support development and maintenance of M&E monitoring plan and M&E implementation plan at Sub Office.

10. Task Coordinate the review of monitoring tools at the Sub-Office.
11. Provide quality assurance to different monitoring inputs/reports before submission to CO or elsewhere;

12. Provide support on data entry/capture, and track activity/project data; specifically capture distribution data in COMET.

13. Perform any other duties as assigned by my supervisors.

Minimum Qualifications

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience: 

Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders. 
Has experience utilizing WFP monitoring and evaluation systems and standards

Knowledge and Skills: Good working knowledge with Microsoft Software applications. Proficiency in use of computers, spreadsheets and data software

Language: Fluency in both oral and written English and Kiswahili.

WFP Tanzania seeks a Head of Sub-Office (HOSO) Kasulu in support of humanitarian   and development programming in Western Tanzania.), the Head of Sub-Office will perform the following duties: 

1. Together with the Refugee Coordinator and Head of Sub-Office Kibondo, plan and deliver high-quality refugee programme in Western Tanzania.

2. Effectively manage the Sub-Office Kasulu to ensure the continued development of a cohesive and high performing team.

3. Plan and manage WFP field operations within the area of assignment to ensure effective and efficient delivery of food assistance and that daily operational issues are timely resolved to prevent losses or delays.   

4. Ensure that allocated resources are used efficiently and are in line with agreed plans, and any deviations are reported to the Country Office.

5. Hold accountability for the security of WFP staff, operations, premises and assets in the Field Office to ensure that WFP security and safety standards are locally set and followed. Actively participate and contribute to the Area Security Management Team (ASMT).

6. Conduct timely monitoring and evaluation of activities and prepare accurate and comprehensive reports on WFP’s operations and performance with regular and timely submission for Country Office review to inform efficient operational planning and decisions.

7.  Build partnerships to improve assistance packages, develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, civil societies, beneficiaries and other partners and media engaged in the field of food

Has gained some exposure in field operations, preferably in a hardship duty station or emergency situation.

Under the direct Supervision of the National IT Officer, the Senior Telecommunication Associate will perform the following duties: 

1. Install, maintain and operate the Tanzania HF and VHF infrastructure including outdoor radio network equipment, handheld devices and vehicle equipment;

2.  Provide guidelines and training on IT & TC standard operating procedures and use of equipment for all staff;

3.  Provide guidelines and training on telecommunications standards, equipment configuration and maintenance for other IT staff;

4.  Ensure WFP offices apply standard procedures and adhere to MOSS telecommunication requirements, advise on compliance needs, propose and carry out actions for compliance implementation;

5.  Carry out proactive, preventative maintenance on IT and TC equipment to prevent outages; troubleshoot and resolve issues when they occur;

6.  Act as focal point for inter-agency radio communications and the establishment of communication channels and procedures, when required;

7.   Provide direct voice and data radio support during critical periods, inter agency and Emergency Response operations; 

8.   Management of backup power inventory (generators, UPS and stabilizers) for all offices, periodic servicing according to recommended schedules, daily monitoring and liaison with backup power service providers;

SOLVE (Supply Optimization through Logistics Visibility and Evolution) is a new and innovative approach to strengthening health supply chains and directly responds to the clarion call made through Agenda 2030, SDG 17 ‘Strengthen the means of implementation and revitalize the global partnership for sustainable development’.

Under the direct Supervision of the in-country Project Manager, the Supply Chain Officer will perform the following duties: 

1. Participate in the formulation and implementation of supply chain strategies, business models and solutions to meet operational requirements.

2.  Participate in the development of the country’s retail engagement strategy, in consultation with relevant stakeholders. 
3.  Identify and implement actions to increase the efficiency of the Retail Supply Chain and improve the overall availability and affordability of beneficiaries and local population. 
4.  Identify and implement actions to increase in purchasing power for beneficiaries and other customers through implementation of best practices such as aggregated demand planning, sourcing and delivery or by improving supplier selection.
5. Train and develop the WFP staff in country so WFP creates local retail talent within the Country Office teams.

Minimum Qualifications

Education: University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field.

Experience:
5 – 7 years of experience in Supply Chain preferably in the private health sector.
Experience in Network Design, Supplier Selection, Merchandising, Retail Planning, Buying, Negotiation, Allocation, Replenishment and in-store operation.
Experience in customs clearance especially for health related commodities. 
Experience in implementing/setting-up supply chain improvement and optimization initiatives to achieve cost efficiency, improved agility, reliability and quality.
Experience in developing and managing relationships and national capacity building initiatives with private sector and/or government organizations.

WFP Tanzania feels a great need for archiving and filling for its documents.  Its Archive room needs refreshment better organization. Furthermore, since the document classification framework is already very well defined at WFP, the assistants will have to rely on it to do the work

Under the direct Supervision of the Senior Admin Associate, the Administrative Assistant (Archivist) will perform the following duties: 

1.Develop a document classification and archiving plan in accordance with MAP procedures to be consulted on the WFP website (WFPGo);

2.Centralize and ensure the classification of all documents and archives (institutional, programmatic, financial, administrative, etc.) existing within the framework of the functioning of the office;

3.Set up a document management plan;

4.Apply records retention procedures in line with WFP's prescribed lifespan;

5. Establish, in liaison with ICT, a computerization system for documents and archives;

6. Establish the list of requirements for archiving

7. Strengthen the capacity of the administrative staff for the management archiving
