Volunteer Opportunities at The Foundation for African Empowerment

Program Manager

Background
Millions of Tanzanians in the rural areas are living in extreme poverty. The Foundation for African Empowerment (FAE) is a registered nonprofit sustainable human development organization founded in order to contribute towards tackling extreme poverty in Tanzania. Its mission is to improve lives of the extreme poor people in the rural communities in Tanzania through promoting access to water, education, healthcare and livelihood opportunities. Through promoting access to water, education, healthcare and livelihood opportunities in the rural communities where extreme poverty is severe and pervasive, we make a lasting impact on the ground one community at a time. We implement our programs through an integrated development approach focusing on four critical sectors of water, healthcare, education and livelihood opportunities which we believe are synergistically crucial in helping to sustainably break the vicious cycle of poverty in the rural communities. Moreover, our approach involves other stakeholders such as community members, local governments, development partners and the private sector. We work toward building a society free of extreme poverty, inequality and injustice. Our main office is located in Arusha, Tanzania.


FAE is seeking for a passionate, committed and skilled volunteer from within or outside Tanzania to join its management team in the capacity of Program Manager (PM) in order to assist in advancing its mission through programs management. Preference shall be given to a volunteer who is willing to join the management team based in Arusha, Tanzania. Additionally, preference shall be given to a volunteer who can commit to work in the organization for a minimum of six (6) months and who demonstrate a strong commitment to the FAE‘s mission and readiness to strengthen and manage the department of programs. Any volunteer from outside Tanzania choosing to relocate to Arusha and in need of accommodation shall be facilitated with a free accommodation and an office space. Office space will be provided to even a national volunteer.

Job Summary
The PM is the head of the Programs Department responsible to ensure that goals and objectives of each program and FAE are met. Also, s/he is responsible for overall technical projects/program related-issues including development, implementation, monitoring and evaluation. She/he will ensure that projects/programs are managed according to the FAE’s and donors’ standards, guidelines, policies and procedures.
S/he will align program/project activities with the FAE Strategic Plan and ensure that the work of the programs/projects responds to the Strategic Objectives of the organization. S/he will lead, guide and supervise the technical applications of all programs operations, and also participate in the resource mobilization activities by routinely scanning the environment and supporting the responses to RFAs and EOIs.
S/he will play a critical role in partnering with the senior leadership team in strategic decision making and operations as FAE continues to enhance its quality programming and build capacity. This is a tremendous opportunity for a program leader to maximize and strengthen the internal capacity of a fast- growing organization.

Key Duties and Responsibilities
• Lead the development and implementation of program work plans and strategies aligned with FAE priorities.
• Coordinate with partner organizations in ensuring rational and strategic implementation of technical projects and programs, in line with FAE’s work plan.
• Work with the Finance and Administration Manager to create and implement budgets based on sound financial and accounting principles.
• Serve as programs liaison to the Executive Director (ED), local governments, private sector and other collaborating organizations on all technical matters related to the projects.
• Ensure preparation and timely submission of all program/projects reports to the ED and other collaborating partners and donors.
• Prepare progress reports and workplans in collaboration with other staff to be used at Quarterly and Annual review meetings.
• Engage with partners and donors to solicit business for FAE by scanning the environment and responding to RFAs and EOIs.
• Manage strategic donor and partner relationships in consultation with the ED. Work effectively to nurture these relationships.
• Support development of communication protocols and donor relations management guidelines, to ensure consistent and appropriate flow of messages.
• Responsible to prepare all corporate technical meetings, keep records of the proceedings of the meetings.
• Any other duties as may from time to time be delegated by the ED.

Minimum Qualifications
• Bachelor’s degree in Social Science such as Community Development, Sociology, International Development, Management or other related fields.
• A Masters degree is an added advantage.
• A minimum of (3) three years broad experience in projects/programs management and/or fundraising in an NGO sector or similar.
Age

Required Skills
• Ability to guide implementation of activities and ensure that the programs are technically sound, evidence-based and responsive to the needs of beneficiaries and donors.
• Knowledge and/or demonstrated capabilities in community engagement and participatory methodology.
• Ability to use LogFrame/Logical Framework approach for project design.
• Familiarity with working in a donor funded project as well as good experience working with multiple development partners and in a developing country.
• Ability to work collaboratively with other staff members to ensure that necessary planning, development, resource availability and management activities function smoothly and efficiently.
• Skills in public relations, advocacy, strategic planning, coordination, negotiation, and marketing.
• Excellent technical writing, proposal writing, presentation and interpersonal communications skills.
• Knowledge and/or demonstrated experience in developing, implementing and evaluating community-based programs.
• Excellent language skills in English, knowledge of Swahili preferred.
• Excellent computer skills including navigating email, internet and Ms Word, Ms Excel and PowerPoint.

Job Summary
FAM is in-charge of the Finance and Administration Department and responsible for all financial, administrative and human resources matters of the organization. S/he will ensure effective implementation of the financial policies and procedures according to the FAE’s guidelines and in compliance with donors’ requirements and international best practices.

S/he will play a critical role in partnering with the senior leadership team in strategic decision making and operations as FAE continues to enhance its quality programming and build capacity. This is a tremendous opportunity for a finance and operations leader to maximize and strengthen the internal capacity of a fast-growing organization.

Key Duties and Responsibilities

Financial Management

• Analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all donor segments, and oversee all financial, project/program and grants accounting.
• Coordinate and lead the annual audit process, liaise with external auditors and assess any changes necessary.
• Oversee and lead annual budgeting and planning process in conjunction with the Executive Director; administer and review all financial plans and budgets; monitor progress and changes; and keep senior leadership team abreast of the organization’s financial status.
• Manage organizational cash flow and forecasting.
• Implement a robust contracts management and financial management/reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
• Update and implement all necessary business policies and accounting practices; improve the finance department’s overall policy and procedure manual.
• Grant and contract management including supporting Executive Director in negotiating donor funding support.
• Effectively communicate and present the critical financial matters to the Board of Directors.

Human Resources, Technology and Administration
• Further develop FAE’s human resources and administration, enhancing professional development, compensation and benefits, performance evaluation, training, and recruiting.
• Ensure that recruiting processes are consistent and streamlined.
• Establish and manage a comprehensive training program to educate employees regarding staff tools, policies, and procedures.
• Work closely and transparently with all external partners including third-party vendors and consultants.
• Oversee administrative functions as well as facilities to ensure efficient and consistent operations as the organization scales.
• Assist in the development of current and long‐term organizational goals and objectives as well as policies and procedures for FAE operations.
• Ensure that procurement and administration policies and procedures are adhered to and are compatible with FAE Policies and donor criteria.
• Ensure that regular financial statements are produced so that the Executive Director and the Board have adequate information for decision making.
• Undertake corporate responsibilities as assigned by the Executive Director.
• Advocate mainstreaming of FAE’s core values within and outside the organization.

Minimum Qualifications
• Bachelor’s degree in commerce, finance, accounting, business administration/management or equivalent.
• A relevant Masters degree or a Chartered Accountant (CA), Certified Public Accountant (CPA) or any other accounting professional qualification is an added advantage.
• A minimum of (3) three years broad experience in financial management and/or fundraising in an NGO sector or similar.

Age
• We take anybody from 18 years and above including retired professionals.

Required Skills
• Ability to analyze financial data, report and audit coordination, and has preferably overseen a human resources function.
• Ability to translate financial concepts and to effectively collaborate with programmatic and fundraising colleagues who do not necessarily have finance backgrounds.
• A track record in grants management and strategic planning.
• Knowledge of and/or demonstrated experience in fundraising techniques including, but not limited to: proposal writing; prospect research; donor relations and stewardship; and correspondence management.
• Technology savvy with experience selecting and overseeing software installations and managing relationships with software vendors; knowledge of accounting and reporting software.
• A successful track record in setting priorities; keen analytic, organization and problem solving skills which support and enable sound decision making.
• Excellent communication and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders.
• An ability to write clear and concise reports; good spoken and written English.
• Excellent language skills in English, knowledge of Swahili preferred.
• Excellent computer skills including navigating email, internet and Ms Word, Ms Excel and PowerPoint .

The selected individual can either work online from his or her home country with occasional visits to the project sites or join the management team in Arusha, Tanzania. Preference shall be given to a volunteer who can commit to work in the organization for a minimum of six (6) months and who demonstrates a strong commitment to the FAE‘s mission and readiness to strengthen it in collaboration with other staff. Job Summary
The FCM is responsible for effective coordination, leadership and monitoring of all fundraising and external communication activities of the organization in order to strengthen its brand and achieve financial sustainability so that it can better serve the needs of the extreme poor people in the rural communities in Tanzania.

Major Areas of Responsibilities

(I). To strategically manage all fundraising activities to support the objectives of FAE through the development of project proposals that reflect FAE’s policy and programmatic focus.
(II). To establish and facilitate effective and sustainable integration of fundraising and communication strategy within the organization.
(III). To establish, maintain and oversee all the necessary and relevant external communications of FAE.

Specific Key Responsibilities

(I). Strategically manage all fundraising activities to support the objectives of FAE through the development of project proposals that reflect FAE’s policy and programmatic focus

• Through donor scoping, and with support of other FAE staff, identify potential funding opportunities and manage the application process in coordination with other staff.
• Maintain communication and build networks with potential and current donor organizations.
• Identify possible strategic allies such as private and family foundations, international cooperation organization and private sector partners.
• Be responsible for the fundraising strategy that will support FAE to gain and implement projects that reflect FAE’s policy and programmatic focus.
• Work with other FAE staff to develop fundraising proposals to donors, fundraising publications and communications materials, such as press releases and newsletter.
• Maintain and share a tracking system of all project proposals and their status.
• Develop official documents related to Institutional policy and definitive statements of fundraising opportunities to a variety of external audiences including major donors and prospects, and the general public.

(II). Establish and facilitate effective and sustainable integration of fundraising and communication strategy within the organization
• Work closely with all FAE staff especially with the Executive Director in order to develop relevant and quality proposals.
• Actively explore and implement communication and fundraising opportunities.
• Within the organization, play a proactive role in facilitating debate on, and sharing experiences of existing and emerging issues of concern to FAE.
• Work with other FAE staff to develop a fundraising and communications strategy that will guide FAE in its external relations.

(III). Establish, maintain and oversee all the necessary external communications
• Establish and facilitate sustaining of linkages with media, local governments, International Nongovernmental Organizations, National Nongovernmental Organizations, networks and movements.
• Oversee articles, speeches and develop position papers for senior management.
• Develop or advise on the content for information brochures, newsletter; reviews and edits drafts of important correspondence, reports, and brochures, videos, newsletter for mass distribution.
• Through FAE staff and other contacts, develop and sustain effective relationships with media at all levels to engage more effectively on issues of eradicating extreme poverty, injustice and inequality in the rural communities.

Occasional Duties
• Undertake corporate responsibilities as assigned by the Executive Director.
• Advocate mainstreaming of FAE’s core values within and outside the organization.

Accountability
• Ensure timely support to and coordination with partners and donors.
• Ensure timely production and distribution of brochures, videos, newsletters, social media posts and reports.
• Maintain compliance with FAE’s organizational policies.

Minimum Qualifications
• Bachelor’s degree in communication, public relations, fundraising, marketing or any other relevant field. Masters degree is desired but not a must.
• A minimum of (3) three years of professional experience in communication and fundraising in an NGO sector or similar.

Age

Required Skills

• Excellent knowledge of the principles, practices and techniques of oral and written communications.
• Knowledge of fundraising and/or track record of fundraising using techniques including, but not limited to: proposal writing; public relations; prospect research; donor relations and stewardship; and correspondence management.
• Professional level skills in graphics and knowledge of desktop publishing for in-house graphics design and production.
• Skill in writing and editing news and feature articles. Ability to write/edit in a variety of writing styles, ability to draft materials on a wide range of topics. Strong editing and proofreading skills.
• The ability to translate complex technical language and ideas into language easily comprehensible to non-specialists.
• Interpersonal skills to facilitate work with a wide range of individuals and groups from culturally diverse publics.
• Participatory and team approach to work and behavior.
• Ability to maintain confidentiality, proactive in liaising and problem solving.
• Functional knowledge of computer-related technology and how best to apply it for fundraising support.
• Excellent interpersonal, networking, communication, negotiation and facilitation skills.
• Excellent language skills in English, knowledge of Swahili preferred.
