Context
|
Restless Development Tanzania (www.restlessdevelopment.org) is the
leading youth-led development agency. Our
mission is to place young people at the forefront of change and development. We
have been working in Tanzania since 1993 and have established an impressive
track record in delivering grassroots impact through youth led development
programmes aligned to the Government of Tanzania’s poverty reduction plans
and Millennium Development Goals. Our area of focusis in Sexual Reproductive
Health and Rights (SRHR), Livelihoods & Employment, and Civic
Participation.
We are looking
for a talented, passionate and skilled Assistant Programme Coordinator to
support in the implementation of our International
Citizen Service (ICS) programme. ICS is the UK’s leading global volunteering programme for young people
who want to do voluntary development work in some of the most under-served
communities around the world. ICS brings together young people from different
countries to fight poverty. Thus, young volunteers from the UK work alongside
volunteers from Tanzania.
The Assitant
Coordinator role will contribute to growing the impact, effectiveness and
credibility of delivering pre professional skills development to students at
Institutes of Higher Learning (IHL) while at the same time creating a global
network between youngpeople from Tanzania with their counterparts from the
UK. Youwill work closely with the team leaders to ensure that both
international and National volunteers remain engaged and focused throughout
the cycle of the programme.

passionate individual, with experience working in a cross-cultural setting.
You will be practical, solution-focused, committed to delivering high
standard programmes, while also ensuring that sharing and learning between
national and international volunteers is practical and filters down to
programme delivery on the ground.

Programmes Strategy and Planning
|
Main
Responsibilities
|
·
Ensure the ICS programme aligns to Restless
Development’s programme design and strategy for youth employability and
employer skills matching under KijanaTung’areKazini
·
Support in developing formalised
partnerships and agreements with key stakeholders including key institute of
higher learning, government ministries, and private sector companies in
collaboration with Programme coordinator
·
Work closely with fundraising team and
alumni assistant Identify employers to
partner in internship scheme within ICS programme
·
Ensure linkages are established with ICS
alumni in Tanzania including VSO and Raleigh International
·
Supportthe integration of programme
learning into each cycle innovating on the design, tools, partnerships, and
skills focus based on learning from youth participants, volunteers, and
stakeholders from government, IHLs and private sector
·
Ensurepre and post placement volunteer
engagement and activism, encouraging honest learning with volunteers and
post-volunteer action at home
·
Support team leaders and volunteers to plan and
deliver pre-professional skills
development sessions in
Institutes of Higher Learning
·
Support the ICS Programme Coordinator to identify
opportunities for ICS alumnito take part in advocacy and visibility
opportunities for ICS and ‘value of volunteering’ in Tanzania
·
Work with the Investments & Partnerships team
in Dar, and Programme Coordinator to strengthen the alumni engagement and implement
I&P activities (direct delivery with alumni in the region).

Programme Quality and Programme Delivery
|
Main Duties
|
·
Supervise, manage and deliver all aspects of
volunteer pre, in-placement, and post placement support in line with ICS standards
·
Ensure team leaders and volunteers are inducted
and performing in all aspects of their roles and responsibilities for ICS
·
Lead in the recruitment, training, and placement
set up for national and international volunteers
·
Support in ensuring that all international volunteers receive
permits/visas on time
·
Identify and secure host homes and organize
for signig of agreements for
hosting of the volunteers
·
Lead in ensuring that national and international
volunteers receive comprehensive induction on all aspects of their role,
Programme, safety and securityin line with ICS standards
·
Ensure implementation standards conform to
Restless Development’s Programme Quality Compendium and ICS Programme
Implementation Manual
·
Ensure all reporting requirements are being met
as dictated by Restless Development’s M&E framework in Tanzania, and for
ICS UK teams
·
Lead in evidence gathering (surveys, case
studies, evaluations) to demonstrate results and impact in your Programme
·
Monitoring, reporting and communication on
Programme progress to key stakeholders from government, private sector, and
institutes of higher learning
·
Ensure a comprehensive annual review and de-brief
is conducted with volunteers and stakeholders, using learning to influence
planning
·
Ensureteam leaders and volunteers have
weekly/monthly work plan and targets which are implemented, reviewed, and
reforecast

HR and Performance Management
|
Main Duties
|
·
Ensure all team leaders and volunteers are thoroughly inducted on
their roles.
·
Ensure that all team leaders set objectives, and meet their targets in
reference to programme and team planning tools .
·
Conduct bimonthly volunteer welfare support/ visits andreport on welfare as required by ICS
·
Making regularweekly field
visits to each placement, analyze their work and provide constructive
feedback, coaching and support
·
Provide adequate and appropriate welfare support (medical and
psychological) to volunteers and be available to support as and when needed
·
Ensure volunteer discipline cases follow procedure and are
communicated to line manager and/or
referred up as appropriate to the management team
·
Plan and support team meetings and organisational
event

Financial Management
|
|
·
Ensure all ICS volunteers are inducted on and comply with Restless
Development’s financial policies and procedures, seeking support from
ProgrammeCoordinator and the finance
assistant
·
Supervise and account accurately for all imprests on a timely basis in
line with the Restless Development Tanzania financial procedures - ensuring
expenditure is spent appropriately receipted, recorded and submitted on time
·
Ensuring that any petty cash signed over to volunteers is properly
accounted and recorded according to policies and procedures
·
Work with the ICS Programme Coordinator to ensure that all funds spent
on activities at placement are spent as per policies and procedures,
as that assets are used and accounted for properly
·
Ensuring that the money reaches
placement on time for all
approved activities
·
Participate in and support annual budgeting, and quarterly budget
re-forecasting with ICS Programme Coordinator

Partnerships and Visibility
|
Main Duties
|
·
Support the ICS Programme Coordinator in strengthening our profile and
visibility with local stakeholders in particular Institutes of higher
learning, DFID, and the private sector.
Support in developmentand implementation of
private sector engagement strategy with fundraising team and alumni assistant
·
Proactively identify and support the development of local partnerships
with complementary civil society, public sector, and private sector
·
Ensure high profile for the programme is built through online, social,
and public media channels
·
Leading and coordinating the training of
volunteers, stakeholders, peer educators, students in secondary schools and
capacity building initiatives across Livelihoods as the main objective area,
and coordination of youth focused and led organisations in the region

Qualificationsand inter-personal skills
|
Essential
·
Holder of a University Degree in a relevant field (e.g. development, livelihoods,
social work)
·
Previous skills in programme and volunteer management of young people,
and within a cross cultural setting
·
Ability to work with individuals from different
cultural backgrounds and to deal with issues in the field and out of hours
·
Ability to train and lead in facilitation with young people
·
Excellent verbal and written communication and fluency in English and
Swahili
·
A clear understanding of contemporary development issues facing young
people in Tanzania particularly employability, livelihoods, andlife skills
·
Ability to work in a team
·
Good IT skills including Word, Excel, PowerPoint, Outlook, and social
media
·
A strong personal commitment to the aims, values and methods of
Restless Development Tanzania
Preferable

Participation in leadership, employability and

Previous experience
with students bodies at universities or student leadership
