The US Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Property Management Unit Supervisor in the General Services Section.

BASIC FUNCTION OF POSITION
Under the supervision of the S/General Services Officer, incumbent has the responsibility for directing the entire property program of the US Mission, Dar es Salaam in receiving, storage and issuance of expendable supplies and non-expendable supplies.

MAJOR DUTIES AND RESPONSIBILITIES


Property Management Activities     80%

She/he directs the receipt, storage, and issuance of expendable supplies and non-expendable property, and the general operation of stockrooms and warehouses.  Directs the maintenance of stock and property records, and records reflecting the household furnishings and equipment in the custody of American personnel to whom such property has been issued; determines the value of any damage done to the property.  Reconciles, or approves reconciliation of, stock or property records and inventory counts, and approves annotations of custody records to reflect condition.
Determines need for and recommends re-upholstery and repair of furniture and replacement of carpets and drapes.  When this is determined to be other than “normal wear and tear” recommends direct billing of occupants. Also, determines when furniture and equipment should be retired and makes recommendations for retirement.
Incumbent is responsible for implementation of checks and balances to ensure that all post property is managed in accordance with FAM/FAH regulations and to ensure that “separation of duties” is maintained at all times. In cases where “separation of duties” cannot be maintained to an acceptable standard; incumbent is responsible to make sure that the Accountable Property Officer carries out the required “management reviews” as per 14 FAM.
Performs regular spot checks.
Performs regular announced and un-announced spot checks of supplies and property to ensure that the physical quantities match the theoretical or ILMS system values.
Arranges for and directs sales of discarded or retired furniture. Activities for this include but not limited to: development of the sale specifications document, outlining major conditions applicable to the sale, arranging for security services to be provided, cashier services, publication of the event in newspapers, web page and others, ensuring that sale reports and revenue reports are accurate.
Establishes reorder points for expendable supply items, recommends replacement of non-expendable property, office furniture, and other equipment for management approval, providing annual budget estimates for the replacement of these items, plus household furnishings, including carpets and drapes and upholstery coverings.
Consults with American personnel and their spouses about their furnishing needs and entitlements.  May supervise furniture repair and re-upholstery contracted operations. Liaises with USAID and CDC to meet their specific needs.
Approves correspondence and reports on property management matters.
Inspection of U.S. Officer residences  and special events   10%

She/he is required to inspect U.S. Officer residences prior to occupancy in order to determine the adequacy of the property provided for occupants use and prior to occupants departure to assess the condition of the furniture being returned to the mission.  Must be tactful, yet effective, in dealings with American personnel relative to household furnishings and equipment.
Participates in the planning and execution of special projects, such as mission official events and celebrations; 4th of July, Christmas and other.
Carries out other related tasks as assigned by supervisor    10%                                                                                                  



QUALIFICATIONS REQUIRED

Education:
Bachelor’s degree in warehousing, business, or logistics is required

Experience:
Five years of property and warehouse management experience, of which 3 years should be of supervisory experience required.

Language:
Level IV (fluent) (writing, reading and speaking) in English and Kiswahili is required. (This will be tested)

Skills and Abilities:
Ability to use a PC and job-related computer programs such as MS Office is required and valid drivers’ license and be able to self-drive official vehicles is required.

The US Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of HIV Care and Treatment – Team Lead at the Centers for Disease Control and Prevention (CDC).

BASIC FUNCTION OF POSITION
Incumbent serves as principal assistant and key advisor to the CDC Country Director in the design, implementation coordination and evaluation of a broad range of CDC-funded care and treatment activities in Tanzania.  The Care and Treatment Program is part of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) initiative and commits approximately $92 million annually to HIV health delivery services in Tanzania.  Job holder is responsible for planning and implementation of care and treatment activities; incumbent provides leadership in the development, implementation and evaluation of care and treatment programs in Tanzania; incumbent provides technical oversight of the project planning and implementation.  Job holder is the key liaison with senior government officials at the highest level and provides advice to the Country Director on Tanzania’s policy environment and the best positioning of CDC in the country’s national Care and Treatment Program strategies.  Key government contacts include the Minister of Health and other senior-level officials in the ministry.  Incumbent works closely with the supervisor to ensure that all program activities contribute to measurable results that are in accordance with agency regulations, PEPFAR strategic objectives, international ethical guidelines and standards for public health care.  Job holder supervises 8 public health specialists and oversees all technical, administrative and management functions that support the implementation of the President’s Emergency Plan for AIDS Relief (PEPFAR).

MAJOR DUTIES AND RESPONSIBILITIES

Program Management   70%
Job holder is the principal public health technical analyst and advisor to the CDC Tanzania Country Director in developing and formulating new programs and initiatives that are in accord with PEPFAR public health program goals, objectives, and policies.  This includes leading strategic planning, project development and drafting of the branch -specific agency input into the technical areas of the Country Operational Plan (COP) for PEPFAR.

Incumbent serves as a public health expert technical advisor for the development, implementation and monitoring of USG-supported HIV/AIDS treatment activities in by taking the lead  role in Care andTreatment initiatives. Job holder is the key Care and Treatment program technical advisor to the host country Ministry of Health, partners and non-governmental organizations (NGOs) in the implementation of Care and Treatment programs and activities through one or more PEPFAR grants/cooperative agreements and contracts, as well as partners funded by the government or Global Fund as indicated. Job holder provides technical evaluation of assigned proposals for treatment programs of PEPFAR partners, working with representatives to make sure that most the current treatment protocols are included and recommends amendments/approval to the Country Director. The annual budget for HIV/AIDS Treatment programs in Tanzania in fiscal year 2015 is $ 92 million.

The primary work of the branch is to implement, monitor and evaluate HIV/AIDS care and treatment programs that are carried out by CDC Tanzania staff or by cooperating/implementing partners in order to directly improve health care delivery services and prevent illness and death.  Working closely with other health professionals of the branch, job holder takes the lead in managing the life cycle of care and treatment PEPFAR programs for which the branch is responsible.  This requires close cooperation with the Tanzania Ministry of Health, implementing and/or cooperative agreement partners, facilitation during implementation, frequent monitoring and, in liaison with the Strategic Information staff, evaluating partner performance against desired results that are in accordance with standard guidelines and protocols.

Job holder ensures that program requirements of the grants, contracts and/or cooperative agreement are correctly followed and according to USG and international HIV/AIDS program standards for health care delivery services.   Independently or in coordination with other experts, the job holder prepares and presents comprehensive program reviews to include recommendations on curtailing or expanding programs and program effectiveness.     Serves as the supervisory program manager for Care and Treatment Branch grants, contracts or cooperative agreements. Coordinates and participates in technical reviews of partner project submissions and funding allocation during the review and development process.  Serves as principal advisor to the Country Director in the preparation of technical analysis/assessments to identify areas for technical support and improved implementation. Once grants, contracts and/or cooperative agreements are in place, participates with partners in the development of work plans for implementation of activities.  Job holder meets with team members in the section, reviewing progress by tracking of milestones and concrete progress on care and treatment implementation activities; identifying potential issues before they become problems, and informing the Country Director.  When funding issues, reporting lapses or other administrative irregularities are identified, job holder works with Project Officer and Cooperative Agreement Specialist in charge of the specific project and recommends solutions to the Country Director, Deputy Director and the Administrative Management (extramural) team to correct deficiencies.  Job holder reviews documents required for payment, change of activities, requests for continuations, and supplemental awards and makes recommendations to the relevant project officer for approval or non-approval.

As the primary public health technical liaison, job holder is a key source for keeping host government public health contacts and non-governmental health program counterparts informed about new PEPFAR initiatives, policies and procedures.  Job holder provides timely technical updates that are useful to partners and counterparts in the fight against HIV/AIDS.

Administrative Management 15%
Job holder is responsible for the day-to-day management of the work of the branch.  This includes direct supervision of branch staff, which includes health professionals, technicians and support staff.  Job holder develops orientation/training programs for new employees to ensure consistency of application of grants, contracts and implementing agreement procedures.  Position delivers training and briefings to new employees, coaches, formally evaluates and monitors progress.

Job holder is responsible for operational management of the branch.  This includes budget monitoring, facilities and equipment assessments and purchase recommendations, and re-allocation of office staff to meet peak demand in order to ensure that program goals and objectives are met.  As a key member of CDC Tanzania senior staff, incumbent works closely with the Deputy Director and the Management and Operations Team to ensure consistency of human resources management (recruitment in-hire rates, leave policies, training opportunities, etc.) across PEPFAR programs.  Job holder proposes to the Country Director and Deputy Director an annual travel plan that targets specific objectives of the team/branch.  Incumbent collects data and prepares the technical assistance requests to be sent to US Embassy PEPFAR Team and develops scopes of work as needed for the requests.

Interagency Coordination 15%
Incumbent represents CDC-Tanzania Care and Treatment Branch at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies.  Sits on numerous ad hoc PEPFAR working groups; in turn, serves as rotating chair or chair of inter-agency PEPFAR working groups to ensure coordination of work plan development, implementation strategies, and evaluation plans for all CDC  care and treatment activities in Tanzania.  Job holder communicates to supervisor and colleagues, both orally and in writing, the recommendations and results of meetings.

For specific CDC-Tanzania programs, job holder serves as the primary liaison between the in-country technical working group (TWG) on HIV/AIDS issues and the HQ-based TWGs.  Based on the close working relationship with implementing partners, job holder provides technical advice and guidance to headquarters and other agency country teams.

QUALIFICATIONS REQUIRED

Education:
Doctoral level degree in Medicine (MD) or Doctor of Philosophy (PhD) or host country equivalent degree from an accredited university in medicine, public health, epidemiology, behavioral or social science field is required and additional internship and residency training to qualify incumbent for a license to practice medicine in a specialist such as internal medicine, pediatrics or infectious diseases is required.
Experience:
Minimum of five years’ experience in medical practice or medical oversight of programs for the delivery of patient care, with at least 2 years’ experience in a specialized area of care related to infectious diseases, delivery of public health services or prenatal transmission of infectious diseases. Two additional years of experience at the supervisory level with multiple staff is required.
Language:
Level IV (fluent) speaking and written communication in English and Kiswahili is required. (This will be tested)
Knowledge:
Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities and overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required.
