VACANCIES

Moshi Urban Water Supply and Sanitation Authority [MUWSA] is a full autonomous utility responsible for the provision of safe water and collection and disposal of wastewater in Moshi, the town of Mt. Kilimanjaro. MUWSA is looking for dynamic, results driven individual to fill in the position of Finance Manager

1.0 Purpose of the Job
This is a managerial position in which the position holder will be responsible with the entire management of Authority's financial assets as per the required national and international standards.

2.0 Main duties and responsibilities:
i. The Finance Manager is the head of Department responsible for finance and supplies.
ii. Controls financial and supplies affairs of the Authority.
iii. Ensures that the Authority's financial assets are properly safeguarded and maintained.
iv. Establishes, administers and co-ordinates the funding requirements of the' Authority.
v. Provides financial advice to the Managing Director and the Board of Directors.
vi. Supervises and directs the development of financial policies, budgets, plans, systems and procedures.
vii. Supervises the keeping of books of accounts
viii. Co-ordinates preparation of financial plans and budgets, and ensures that they are submitted to the Board of Directors within the required time.
ix. Co-ordinates the preparation and submits to the Managing Director and the Board, the annual accounts of the Authority within three months after the end of the financial year.
x. Ensures that all the Authority's financial transactions are authorized and controlled in accordance with the agreed procedures and the proper systems of internal control are maintained.
xi. Liaises with the Commercial Manager and Technical Manager in the formulation of financial performance targets for operational activities and capital projects.
xii. Ensures that the financial systems in use in the Authority conforms to the best commercial practice and are maintained and operated in the most effective manner.
xiii. Manages· risks including risk assessment insurance, operational covers and renewals.
xiv. Ensures that all internal and external audits are properly facilitated and queries are answered accurately and on time.

xv. Any other related duties assigned by the Managing Director

3.0 Minimum Job Requirements

3.1 Qualification: 

  • First Degree in Accountancy, Finance, or its equivalent.
  • Musters Degree in Accounting, Finance
  • Shall possess a professional accounting certification i.e. CPA (T) or ACCA and be registered by NBAA.
  • Should have a strong background in finance and accounting functions as well as have analytical skills, broad minded, creative
  • Computer skills are essential particularly in respect to application of the accounting packages.

3.2 Working experience
Minimum of seven (7) years in the same field from reputable organization and 5 of them in the managerial position.

3.3 Key competences

  • Proven computer knowledge and skills
  • Demonstrated good leadership qualities
  • Ability to work under pressure
  • High level of initiative, creativity and integrity

4.0 Age Limit
The applicant should not be above 45 years of age

5.0 Nature of Employment

Five years (5) renewable depending on the performance.
