VACANT POSITIONS

The Tanzania Civil Aviation Authority, (TCAA) was established by the enactment of the Tanzania Civil Aviation Authority Act 2003 Cap 80 (R.E 2006) to regulate the civil aviation industry in the United Republic of Tanzania in order to ensure effective implementation of Standards and Recommended Practices (SARPs) as provided in the Annexes of the International Civil Aviation Organization (ICAO). The Authority is also responsible for economic regulation of the activities of persons and institutions providing air transport services and aeronautical airport services. In addition the Authority provides air navigation services in Tanzania.
To meet this mandate of regulating and overseeing the functions of the aviation industry in an efficient, sustainable and cost-effective manner, TCAA invites applications from suitably qualified Tanzanian Citizens to fill in the following vacant positions;

A. DIVISION OF SAFETY REGULATION
A.1 FLIGHT OPERATIONS DEVELOPMENTAL INSPECTOR (3 POSTS)
REPORTS TO: Chief Flight Operations Inspector
Basic Function:
To conduct safety oversight of air operators in accordance with the Civil Aviation Regulations under supervision of a qualified Flight Operations Inspector. The incumbent will undergo training for inspectorate functions under the ITS protocol or equivalent system / process applications for aviation personnel licenses, authorizations, examinations, training and any other personnel license matters in line with approved regulations and standards.

Duties and Responsibilities:
1. To assist in enforcement, investigations and in preparation of final reports and recommendations on disposition
2. To participate in accident/incident and complaint investigations
3. To assist in evaluation of air operators, air agencies, and makes recommendations to the supervisor or assigned qualified Inspector in the specific task.
4. To assist in evaluation of training programs to ensure they meet the requirements of CAA regulations, including flight simulators, training devices, and other such equipment, as well as check personnel.
5. To assist in personnel certification.
6. To assist in monitoring pilots, flight instructors, designated pilot examiners, check airmen, aviation organization operations and training activities and advise on appropriate action against non-compliance.
7. To perform any other related duties as may be assigned by supervisor.

Qualifications
A minimum of Advanced Secondary Education certificate majoring in science subjects and a professional licence, Commercial Pilot License (CPL), Airline Transport Pilot License (ATPL)/ flying experience of at least 5 years and a minimum of 5000 flight hours as a Pilot.

Salary: Within salary grade of TCAA SS. 10

A. 2 . PERSONNEL LICENSING ASSISTANT ( 1 POST )
REPORTS TO: Chief Personnel Licensing
Basic Function:
To deal with applications from the aviation industry on all matters pertaining to
personnel licensing, rating and examinations in accordance with Civil Aviation
Regulations
Duties and Responsibilities:
1. To maintain records for aviation personnel licensing and certificates in accordance with civil aviation Regulations
2. To be responsible for the management of a filing system and classification of files in respect of flight crew, flight dispatchers, ground personnel and air traffic control
3. To maintain the data base of license holders for statistical purposes
4. To deal with the public when necessary on matters dealing with explanatory pamphlets and brochures.
5. To maintain aircraft register and sale of documents.
6. To ensure a supply of application forms for all licenses, ratings and examinations
7. To assist in processing of license applications and prepare licences
8. To perform any other related duties as may be assigned by supervisor

Qualifications:
Advanced certificate of secondary education and a certificate in Flight Operations (Dispatcher) or any related field in aviation from an approved Training Organisation.

Salary Grade : TCAA.SS.4

B. DIVISION OF CORPORATE SERVICES

B.1 OFFICE ASSISTANT II - 5 POSTS
STATIONS: (DAR ES SALAAM - 2 POSTS, KILIMANJARO 1 POST, ARUSHA 1 POSTS AND KIGOMA 1 POST)

REPORTS TO: Human Resource Manager/Civil Aviation Manager of respective Station
Basic Function:
To assist in distribution and collection of files and other documents as well as dispatching letters to various offices WITHIN and outside the Authority

Duties and Responsibilities
1. To assist in organizing pre-meeting arrangements when needed.
2. To distribute mail internally to respective staff.
3. To photocopy documents, such as circulars and other publications.
4. To circulate files and documents internally to respective staff.
5. To dispatch letters to respective offices
6. To prepare and serve tea and refreshments in offices and during in house meetings.
7. To arrange meeting rooms as directed by Supervisor
8. To ensure offices are clean and neat at all times
9. To perform any other related duties as may be assigned by supervisor.

Qualifications

Certificate of Secondary School Education with passes in Kiswahili and English languages.

Salary: Within salary grade of TCAA SS. 1

Age limit : Not more than 35 years of age

B.2 DRIVER II - 13 Posts

STATIONS: DAR ES SALAAM 6 POSTS, DODOMA 1 POST, KILIMANJARO 1 POST, MTWARA 1 POST, MWANZA 2 POSTS, SONGEA 1 POST AND SONGWE 1 POST)

REPORTS TO: Heads of Respective Stations/Sections/Offices.
Basic Function:
To drive the Authority’s vehicles transporting staff, guests and goods

Duties and Responsibilities
1. To drive Authority vehicles as assigned by supervisor and complies with state traffic laws.
2. To make per – vehicle inspection to the assigned vehicle prior travelling and perform routine service to his vehicle
3. To keep record of vehicle movements, fuel, tyre and distance covered in logbook
4. To report vehicle mechanical defects discovered and physical damage to the Supervisor
5. To ensure that the vehicle entrusted to him/her has a valid insurance cover.
6. To deliver documents as per delivery order and supervisor’s instructions
7. To keep records of documents delivered to customers
8. To dispatch letters to respective offices
9. To report maintenance schedules to the Supervisor
10. To perform any other related duties as may be assigned by supervisor.

Qualifications
Certificate of Secondary School Education with passes in Kiswahili and English, Class C, C1, C2 and C3 valid driving licence and Trade Test Certificate from a recognized institution. He/she must have a driving experience of at least (3) years’ experience.

Salary: Within salary grade of TCAA SS. 2
Age limit : Not more than 45 years of age

Successful candidates will be appointed initially on one year probation period and thereafter if successful on unspecified period contract depending on the age of the applicant.
