CAPACITY BUILDING PROGRAM MANAGER (RE-ADVERTISED)
LOCATION: DAR ES SALAAM
REPORTS TO: HEAD OF PROGRAMS
JOB OBJECTIVE:
Provide leadership and support in assessment of organizational and
technical capacity of human resources for health to improve quality of
service delivery and response to community health needs
Key Responsibilities:
• Take lead in development and implementation of innovative capacity
building agenda at country level by coordinating and supporting Amref
health Africa in Tanzania projects and programs with design, review and
harmonization of training curriculum and materials development in
related subject areas.
• Ensure Amref health Africa projects meet the minimum training
reqtJireHierit5 stipulated in national policies, curriculum and
guidelines of respective authorities
• Work with country programmes, projects and other stakeholders in
analyzing and addressing training needs of various cadres in facility
and community health care workers.
• Support Amref health Africa programmes and projects in developing
training curriculum and packages for CSOs, capacities, local authorities
from national, district and community levels that are relevant to Amref
health Africa Strategy
• Generate innovative programmatic capacity building initiatives for
bridging existing gap between communities and the health system
including empowering communities for community-based health promotion
initiatives
• Participate actively in national efforts and forums by Ministry of
health and other stakeholders in strengthening human resource capacities
including community health workers
• Forge collaboration with development partners and other partners
including Ministry of Health and Social Welfare and other relevant
ministries in establishing opportunities for engaging CSOs in capacity
building agenda
• Provide technical support to HR Unit in strengthening Amref health
Africa technical capacity on identified and priority training needs
including documentation, research and advocacy skills as per Amref
health Africa business plan and strategic demands
• Promote development, management and supervision and backstopping of
Amref health Africa e-Learning programme, Tanzania Library and
Information Resource Centre and Heritage
• Work closely with the Head of Program to support programme and project
staff in generation, documentation of good practices from project
processes and outcomes/impacts; and appropriate dissemination of
programme results
• Perform other duties as assigned by the supervisor on daily basis in relation to your position.
PROFESSIONAL QUALIFICATIONS AND EXPERIENCE
• A Master Degree in Medical Education, Public Health or Health Policy
or related fields. PhD in social sciences or business administration is
an added advantage
• A technical qualification in HRH management
• Excellent project planning and proposal writing skills. At least seven
(5) years experience of providing technical expertise in capacity
building and training initiatives.
• Experience of working with the MOH or health systems is an asset.

MONITORING & EVALUATION AND RESEARCH MANAGER

JOB OBJECTIVES
To develop and manage country level operations research priorities, as
well as results-based monitoring and evaluation framework that measures
Amref Health Africa - Tanzania country programmes performance in
consistence with Amref health Africa strategic priorities; and ensure
its alignment to Tanzanian National M&E frameworks and health
management ,information system, Also, to provide technical support and
analytical strategic guidance to Amref Health Africa - Tanzania in
developing and implementing Amref health Africa's global management
information systems, and ensuring a close fit between Amref Health
Africa's M&E systems and the needs of country and programme
leadership, Manage and spearhead development of research protocols
within Amref or with partners.
DUTIES AND RESPONSIBILITIES:-
• Take full charge in identification of strategic information from Amref
Health Africa interventions, its analysis and packaging for strategic
functions as well as aligning with national indicators and work with the
M&E lead at Amref Health Africa HQ in supporting Amref Health
Africa's global M&E systems to ensure information alignment.
• Develop, manage and coordinate an effective and efficient county-level
results-based monitoring and evaluation system for Amref Health Africa -
Tanzania
• Provide technical supervision, standard guide and support to technical
and M&E staff in developing objective, practical, specific and
cost-effective performance indicators for results measurements,
performance reports and related on-line databases and ensure
state-of-the-art M&E system support and its link to global Amref
Health Africa M&Esystem.
• Monitor health-related global and national trends to inform programme
development processes including reviews and in writing new proposals and
actively participate in documentation of best practices and success
stories across Amref Health Africa.
• Provide technical backstopping in the monitoring and evaluation system
in all Amref Health Africa areas of operations and work with technical
staff to plan and implement project evaluations including design of
special studies to measure impact and cost of Amref Health Africa
projects.
• Actively participate in proposal writing processes ensuring quality of
M&E frameworks and plans of proposals submitted for funding and
maintain appropriate programme databases including proposals and donors.
• Work with HOP in managing reporting calendar including compiling and
reviewing of I quarterly and annual country programme reports for Amref
Health Africa, key I stakeholders and donors.
• Lead the designing and implementation of operational researches and
evaluation i:e:- protocol writing, data collection and analysis and
coordinate the writing process research reports and/or manuscripts
including submission of Am ref staff manuscripts to peer-reviewed
journals
• Facilitate identification of external consultants to conduct baseline,
mid-term and end of project researches for various projects.
• Coordinate Am ref Health Africa Institutional Review Board meetings and monitoring activities
• Submit and present abstracts in local and international conferences
• Write and share policy briefs and fact sheets emanating from the research findings
• Plan and conduct dissemination meetings with different stakeholders
including government donors, and partner organizations to share
researches findings
• Establish and maintain 'collaborations with local and international universities and research institutions
• Support the management to identify resources to expand the research
portfolio within the country office, including participation in proposal
writing
• Share with Program Technical Team topical evidence to inform programme development including summarized papers, factsheets
QUALIFICATION AND EXPERIENCE;-
• Masters degree in Public Health; Economics; Biostatics; Epidemiology or related field. PhD is an added advantage.
• Satisfactory exposure in managing Results-based monitoring and evaluation systems
• Proven critical analysis skills and report writing skills.
• Sound computer knowledge, word processing, spreadsheets, presentations
and statistical applications (e.g. STATA, EPl lnfo and SPSS Etc).
• Understanding and some familiarity with database structures and data management.
• Proven abilities in conducting operations research and impact assessments
• At least 5 years of "hands on experience" at a senior position in M & E esp. in NGOs active in health development.
• Good interpersonal and people management skills-a team player and builder.
• Good command of English and Swahili language will be an added advantage.

ADMINISTRATION OFFICER: BASED IN DAR ES SALAAM
REPORT TO: THE COUNTRY DIRECTOR
JOB OBJECTIVE:-
To provide strategic and operational leadership in Administration,
social enterprise and Security functions. Ensure that administrative
operations of Am ref Health Africa Tanzania country program run
efficiently in cost effective manner.
Key Responsibilities:
• Custodian of all administrative functions, spearheads general
administrative functions of the country office and provide support to
projects.
• Develop and implement annual work plans for administrative functions
with support to projects, and give technical support in administration
related areas
• Development and maintenance administrative systems, policies and procedures.
• Maintenance and insurance of all organizational assets and ensure
conducive working environment for staff with optimal use of
organizational resources.
• Coordinate booking of meeting rooms ,arranging staff and visitors travels and accommodations
• Manage stock taking and disposal of Amref's obsolete assets in line with policies and procedures guideline.
• Ensure vehicle are Managed as per policies and procedures across the organization.
• Establish fuel and vehicle maintenance monitoring system to promote efficiency and effectiveness in vehicle use.
• Provide oversight in the skills acquisition staff on safety and security for Amref's assets and staff at all times.
• Contract management for contractors I providers of goods and services
and overall oversight on properties, house rent, legal cases, vendors
and others that need the attention of administration unit.
• Oversee training of Amref staff on safety procedures and first aid
care giving compliance to standard operation procedures by Amref staff
and high performance by security service providers
• Ensure services of utility are properly delivered and payments to the services are paid in time
• Supervise cleaning service providers and messenger
• Perform other duties as assigned by your supervisor on daily basis in relation to your position.
PROFESSIONAL QUALIFICATIONS AND EXPERIENCE
• Bachelor's Degree in Administration, Management or other related
fields. Masters in Business Administration will be an added advantage
• Excellent administration. At least two (2) years experience in office administration in a busy organization.
• Experience of working in NGO is an asset.
